You can locate him at the entrance of Tenkaichi Street, which lies at the southwestern-most part of the map. He’s easily noticeable to the south of New Serena bar, near the usable taxi.

The Trouble Finder costs four CP (Completion Points.) You can earn these points by finishing certain challenges. Check the Completion Points checklist in the pause menu to learn what you need to do. These challenges can be exploration-based, like eating the entire menu from different restaurants. There are also challenges tied to combat and defeating certain amounts of enemies. You will need to buy the first three upgrades before the Trouble Finder as they unlock one by one.
