Over the course of its long-running storyline, viewers have encountered numerous marine officers who consistently fail at their duties, regardless of their position (Captain, Vice-Admiral, Admiral, etc.). Here are some of the most incompetent ones yet:

8. Fullbody
He Was Disrespected By Sanji, And Now He’s Obsessed With Hina
- Debut: Chapter 43 (Manga), Episode 20 (Anime)
Originally known as “Double Ironfist” Fullbody, this character hails from the Marine Headquarters and made his debut during the Baratie Arc. He appeared to be an impolite and boastful individual, focusing on dating while on duty and treating the restaurant staff poorly. To add insult to injury, he instigated a fight with Sanji for trivial reasons, only to be quickly defeated, demonstrating that his tough talk was empty rhetoric. In comparison, the Straw Hats proved to be more effective in defending the Baratie from malicious pirates than Fullbody ever managed.
A short while after, Fullbody testified for Jango in court following their joint battle against a notorious band of pirates. This act made him appear honorable to the onlookers, however, it led to his demotion to the rank of seaman recruit due to defending a pirate in court. Over time, Fullbody and Jango climbed the ranks within the Marines, but they now seem fixated on their superior officer, Rear Admiral Hina.
7. Ratel
Attacked Innocent Civilians To Obtain Whitebeard’s Treasure
- Debut: Chapter 1073 (Manga), Episode 1105 (Anime)
Ratel is a character who, although he only made a brief appearance, managed to leave a deeply negative impact on viewers. He serves as a marine captain and led an invasion of Sphinx while Marco was searching for Whitebeard’s treasure in Wano. As a result, Ratel and his soldiers had no qualms about bullying, frightening, and intimidating the residents of this small island.
Ratel’s explanation, in simpler terms, was that since the Sphinx wasn’t under the jurisdiction of the World Government, he believed the rules didn’t apply there. However, this flimsy reasoning exposed his ruthless, selfish, and wicked nature, as it became clear he had no concern for the safety of the innocent. Luckily, Edward Weevil, who was rumored to be Whitebeard’s son, overpowered Ratel with a single strong attack, causing his troops to withdraw.
6. Nezumi
Worked Alongside A Pirate Crew That Took Over An Entire Village

Eiichiro Oda, the mastermind behind the series, isn’t typically understated when it comes to character designs, and Nezumi is a striking illustration of this trait. In fact, his rat-like appearance quickly conveys essential details about him – he’s greedy, corrupt, arrogant, and always on the lookout for opportunities.
In ancient times, the Arlong Pirate gang seized control of the Conomi Islands and instilled fear among the locals, demanding huge sums of money to spare their lives. However, instead of intervening, the Marines chose to look the other way, accepting regular monetary bribes from Nezumi and his troops. To add insult to injury, Nezumi aided Arlong by seizing Nami’s hard-earned money meant for purchasing Cocoyasi Village back from the pirates. Fortunately, the Straw Hat Pirates not only vanquished the Arlong Pirate gang but also made Nezumi and his men pay dearly for their wrongdoings, which brought great satisfaction.
5. Axe-Hand Morgan
Abused His Power And Let His Spoiled Son Do Whatever He Wanted
- Debut: Chapter 4 (Manga), Episode 2 (Anime)
Captain Axe-Hand Morgan plays a crucial role in the One Piece series, as he was the first marine character introduced as a ruthless, power-hungry adversary. He held command over Shells Town, using his authority to bully both his subordinates and townsfolk. This included extorting excessive taxes from them and executing anyone who dared defy him.
However, Morgan wasn’t by himself; he had a wayward son named Helmeppo who ruled over Shells Town with impunity due to fear of his father. This freedom allowed Helmeppo to let his wolf run amok in the town, terrorizing and attacking blameless citizens until Roronoa Zoro stepped in, slaying the feral beast. Thankfully, Morgan faced trial for his despicable actions following Zoro and Luffy’s victory, an occurrence that isn’t common in the series. Regrettably, he managed to break out of prison and discarded his son during the escape.
4. Vergo
He Was Secretly Working For One Of The Most Evil Pirates In The World

Vergo, previously known as “Demon Bamboo”, was a highly esteemed marine commander who climbed the ranks to become a vice admiral and leader of the G-5 Marine base. His fellow marines admired his stern demeanor and formidable strength, unaware that this respected figure was actually a notorious pirate masquerading among their own forces.
To put it simply, Vergo held a crucial role within the Donquixote Pirates and maintained an unwavering allegiance to their leader, Doflamingo. Using his position as an insider among the Marines, he would pass along vital intelligence to his captain. This intel proved instrumental in exposing Donquixote Rosinante, a Marine spy within their crew, ultimately leading to Corazon’s tragic demise. Vergo’s actions indirectly led to the death of another marine officer, as he seemed indifferent towards protecting the innocent and instead prioritized furthering the objectives of the Donquixote Pirates. This is why Vergo was strategically placed in Punk Hazard, where he aided Caesar Clown in developing SMILE and conducting cruel experiments on defenseless children, always working towards the pirate’s goals.
3. Monkey D. Garp
The Hero Of The Marines Does Whatever He Pleases
- Debut: Chapter 92 (Manga), Episode 68 (Anime)
It’s undeniable that, to an outside observer, Monkey D. Garp is an outstanding character who recognizes the World Government’s corruption so profoundly that he turns down the offer of becoming an admiral because he doesn’t wish to serve the Celestial Dragons. However, within the fictional world of One Piece, Garp’s actions have failed to meet the World Government’s expectations and they view him as an ineffective marine.
Indeed, Garp was recognized as the “Marine Hero” following his victory over Rocks D. Xebec alongside Gol D. Roger during the God Valley Incident. However, after this event, Garp frequently acted independently, often going against both the Marines and the World Government’s wishes. He secretly protected Roger’s son, Portgas D. Ace, allowed the Straw Hat Pirates to escape, opted out of participating in the Summit War at Marineford due to personal matters, and there are hints suggesting his involvement with SWORD, a rogue marine unit that opposes their own government.
2. Sakazuki (Akainu)
His Belief In Absolute Justice Is Incredibly Ruthless And Cruel

Each marine admiral upholds a unique notion of justice, and when it comes to Sakazuki, more famously known as Akainu, he’s unyieldingly committed to the concept of Absolute Justice – a belief that true wickedness must be eliminated without exception. At face value, this may appear noble; however, his perspective becomes questionable when it’s clear that he considers every pirate across the globe as inherently evil, regardless of their actions or intentions.
Due to his merciless ideology, Sakazuki has been responsible for the deaths of kind-hearted pirates as well as innocent people in his crusade against what he perceives as evil. Though his actions often serve the interests of the World Government, he shows no regard for his subordinates and didn’t think twice about killing marine soldiers during the Paramount War without any apparent reason. Such a cruel nature has instilled fear in both pirates and civilians, which contradicts his role as their protector, particularly after he was promoted to Fleet Admiral during the time skip.
1. Aramaki (Ryokugyu)
He’s So Loyal To The World Nobles That He Sees Everyone Else As Inferior
- Debut: Chapter 905 (Manga), Episode 882 (Anime)
Akainu, though merciless in his actions, appears firmly committed to his objective of eradicating all wickedness, even if it sometimes seems like an unfounded illusion. In contrast, Admiral Ryokugyu (also known as Aramaki) shares this devotion to Absolute Justice but approaches it in a unique way due to his loyalty towards the Celestial Dragons. He is prepared to serve them because he views others as inferior and considers discrimination as acceptable.
Due to his strong convictions, Aramaki often comes across as harsh, self-important, aggressive, and elitist. He has no qualms about employing his vast authority to make others submit to the World Government. His alliance with the World Nobles is evident, and it appears he shows little concern for the common people he is sworn to protect. However, Aramaki’s worst trait might be that, despite his fervent loyalty to the World Government, his performance leaves much to be desired: he was easily intimidated by Shanks and fled Wano, and he failed to prevent the Revolutionary Army during Levely, leaving his superiors questioning his effectiveness.
