The Senate, not wanting to be left out of the fun, has been crafting its own version of the bill, because why have one when you can have two? 📜✨

Republicans on the Senate Banking Committee dropped a discussion draft in July, promising it would “marry up” with the CLARITY Act. And just when you thought things couldn’t get more romantic, the Senate Agriculture Committee released its own draft on November 10, leaving plenty of room for last-minute changes. Coinbase CEO Brian Armstrong, fresh from a trip to Washington, DC (where he was presumably “pushing for market structure legislation” between sightseeing and monument selfies), posted a video on X. He noted there’s been “a lot of progress,” which in government-speak means they’ve probably agreed on the font size for the bill. 📏

“Senate banking is also working nights and weekends to get the next iteration of their text out, so we’ve got a good chance, I think, of a markup for this bill in December, hopefully get it to the president’s desk shortly thereafter,” Armstrong said, sounding like a man who’s either very optimistic or hasn’t slept in weeks. 😴

“This would be a big milestone to get crypto unlocked with clear rules in the US, which would benefit all companies,” he added. Because nothing says “unlocked” like a fresh set of regulations. 🔓

Where the bill will go from here

The CLARITY Act was one of three crypto bills the House passed in July after a marathon 10-hour voting session. Alongside it were the GENIUS Act (because stablecoins need regulating too) and the Anti-CBDC Surveillance Act (because central bank digital currencies are apparently the new bogeyman). 🎭

If the Senate passes its version, the CLARITY Act heads back to the House for a final thumbs-up before landing on Trump’s desk. And with Republicans holding 53 seats in the Senate (compared to the Democrats’ 47), they’ll need 60 votes to pass it. So, you know, no pressure. 🗳️
