
The five major ninja villages each have a leader called a Kage, who is usually the most skilled ninja in that village. This makes each Kage one of the strongest characters in the series Naruto. While many Kage are famous for their abilities, some are surprisingly overlooked despite their impressive power and accomplishments.
Many of these overlooked leaders didn’t get much time to shine, with a couple appearing for less than a minute and remaining silent. Despite this, they deserve more credit – some are powerful enough to battle even the strongest creatures, like Tailed Beasts or members of the Otsutsuki clan. While not all were known for their combat skills, they still made significant contributions to their villages, both through military strength and political leadership.
Kurotsuchi, The Fourth Tsuchikage
Kurotsuchi is the granddaughter of Onoki, who was the Third Tsuchikage of the Hidden Stone Village. She protected him during the Five Kage Summit, and was considered one of the most powerful female ninja in the village at the time. While Onoki didn’t teach her the Dust Release technique – a very powerful jutsu in the world of Naruto – Kurotsuchi was strong enough to eventually become the Fourth Tsuchikage herself.
Kurotsuchi fully controlled her unique Lava Release ability by the time she became Tsuchikage. This allows her to create extremely hot quicklime that can severely burn opponents, and she can solidify it into a cement-like substance to trap them. As Tsuchikage, she’s become powerful enough to even restrain a powerful being like Kinshiki Otsutsuki. She’s a clever and unpredictable fighter, capable of outsmarting someone as strategic as Kabuto, and strong enough to knock Kinshiki away with a single punch. While not fully demonstrated in the Boruto manga or anime, the novelization of Boruto: Naruto the Movie states that Kurotsuchi is the most skilled genjutsu user among the new generation of Kage.
A, The Second Raikage
Details about the Second Raikage’s powers are scarce, but he was clearly a formidable shinobi. He faithfully served his village and the First Raikage for a long time, earning respect from other nations. Years ago, Kinkaku and Ginkaku, who possessed some of the Nine-Tails’ power, tried to overthrow him in a coup, but he managed to survive the assassination attempt.
Although A wasn’t known for winning battles, he was a skilled politician. His focus on peace and diplomacy kept the Hidden Cloud Village safe for many years. He was on the verge of creating a historic partnership with the Hidden Leaf Village when a coup attempt disrupted his plans.

Darui, The Fifth Raikage
Several years after the Fourth Great Ninja War, Darui became the Fifth Raikage of the Cloud Village. He had previously been a close aide and bodyguard to the Fourth Raikage, and had even trained under the Third Raikage – a famously powerful ninja capable of defeating entire armies on his own. As commander of the 1st Division during the war, Darui clearly possessed the leadership skills needed to govern a village.
Darui is unique because he can wield black lightning, a technique taught to him directly by the Third Raikage. This allows him to shock many opponents simultaneously. While a master of standard Lightning Release, he also possesses Storm Release, a rare ability that lets him fire incredibly accurate laser beams. He’s always been a skilled swordsman, and his abilities have become strong enough to challenge even powerful foes like Kinshiki Otsutsuki since becoming Raikage. Often overlooked, Darui’s hand-to-hand combat skills are now on par with those of elite ninja like Naruto and Sasuke.
Chojuro, The Sixth Mizukage
I’ve always noticed that Chojuro comes across as quiet and unassuming, but don’t let that fool you – he’s incredibly powerful. During the Fourth Great Ninja War, he was the last remaining active member of the Mist Village’s famed Seven Ninja Swordsmen. I remember seeing him protect the Fifth Mizukage at the Five Kage Summit, and later, he actually became the Sixth Mizukage himself. He played a huge role in keeping the peace after the war, helping to build strong relationships between the five major ninja nations.
Before becoming the Mizukage, Chojuro perfected the Hiramekarei technique, which allows him to briefly overpower even members of the Otsutsuki clan. His swordsmanship is so exceptional that he can defend against multiple legendary swords from his own village with a standard blade – he even blocked Zabuza’s infamous Kubikiribocho with just one hand. While considered the most skilled swordsman among the current Five Kage, Chojuro is also a master of Water Release techniques. He can create water blades and powerful surges of water without needing to perform hand seals.
Shamon, The Second Kazekage
Shamon became the Second Kazekage after the first was killed. Similar to the Second Raikage, he didn’t appear much in the series, but he protected the First Kazekage during the first Five Kage Summit. Some believe Shamon was the most impactful Kazekage, as his influence continued to be felt in the village for many years after he died.
Shamon dedicated himself to building up the Sand Village’s army. This led him to become the first to research Jinchuriki, and his work unlocked the ability to use the power of Tailed Beasts. Being a skilled puppet master, Shamon also increased the village’s use of puppets to compensate for their smaller size – these puppets are still used today. While he wasn’t known for dramatic battles, Shamon was crucial to the Sand Village’s growth and progress in science and technology.
Rasa, The Fourth Kazekage
Rasa was the Fourth Kazekage, and many Naruto fans underestimate him because Orochimaru defeated him so quickly. However, they often overlook the fact that Orochimaru is a very powerful ninja – a Kage himself – and that Rasa was caught completely off guard by the betrayal. Rasa felt his village was facing ruin due to dwindling requests for their services, so he tried to strengthen their ninja by making them more specialized. This ultimately led to his controversial decision to turn Gaara into a Jinchuriki.
During the Fourth Great Ninja War, Rasa proved his strength by using his unique Magnet Release ability and skillfully controlling gold dust. Because gold dust is denser than sand, he was able to overwhelm and restrain Shukaku, the One-Tail Beast. This accomplishment makes him one of the rare characters in Naruto to successfully defeat a Tailed Beast. Over many years, Shukaku repeatedly lost control, and Rasa’s power was essential in preventing the Sand Village from being destroyed each time.
