Everyone can complete the free Field Research Tasks, but to unlock the special Premium Timed Research during this Celestial Research Day, it costs $1.99. Regardless of whether you purchase the Timed Research, all Pokémon GO trainers can participate in the Celestial Research Day event from 2pm to 5pm on December 20th and earn rewards.
