
King Harald was originally from Elbaf, the home of the Giants. When he was younger, he was known as a troublemaker, but he changed after meeting Ida. He grew up and took his responsibilities seriously, especially his duty to the people of Elbaf. This led him to work tirelessly to get the World Government to recognize Elbaf as an allied nation.
Harald wasn’t just a skilled diplomat; he was also a formidable fighter, capable of holding his own against incredibly powerful enemies. He possessed immense strength, even enough to challenge someone like Davy D. Xebec. Despite his power, Harald isn’t invincible, and several characters in the One Piece universe are actually stronger than he is.

Gol D. Roger

Gol D. Roger was the captain of the Roger Pirates and the first pirate ever known as the King of Pirates. He was incredibly ambitious and refused to be limited by the rules or expectations of the world. Because he aimed so high, Roger constantly challenged and fought the most powerful opponents in the One Piece world, pushing himself to become stronger.
I’m absolutely fascinated by how strong Roger was! He didn’t need a Devil Fruit, just pure Haki. Seriously, after battling all those legends from the previous generation, his Haki got to the point where he could take down someone like Oden with a single hit – it’s mind-blowing! And while Harald was definitely a force to be reckoned with, everyone agrees that he wouldn’t have stood a chance against Roger at his peak.
Whitebeard
Affiliation: Whitebeard Pirates

Whitebeard earned the title of ‘World’s Strongest Man’ thanks to his incredible strength and a powerful Devil Fruit. This fruit, the Gura Gura no Mi, let him create devastating earthquakes whenever he wanted. He was so powerful, he could potentially destroy an entire island in moments. However, he had to be cautious when using his ability, as it could also harm his own crew.
Even though Whitebeard possessed a powerful Devil Fruit, he wasn’t reliant on it alone in battle. He was also skilled in Haki, which he frequently used to enhance his incredibly sharp sword, the Saijo O-Wazamono, when fighting opponents. While his Haki wasn’t quite as strong as Roger’s, his Devil Fruit ability compensated for that. Combining these two powers, Whitebeard would easily defeat Harald.
Monkey D. Garp

I’ve seen a lot of powerful people in the world of One Piece, but Monkey D. Garp is truly something else. He’s one of the very few Marines who can actually go toe-to-toe with the most dangerous pirates. What’s really remarkable is that he doesn’t rely on a Devil Fruit for his strength. Instead, he’s pushed his physical training to an unbelievable level – I’ve heard his punches are strong enough to even damage seastone, which is incredibly rare!
Garp is incredibly powerful, mastering all three forms of Haki – a rare feat. Through intense training and constant battles, he honed his Haki to a level where he could fight on par with the Pirate King.
Imu

Imu sits on the Empty Throne in Marijoa, effectively ruling the entire world. Having lived for centuries, Imu has controlled the World Government, making every important decision. They are a cold and calculating leader, always prioritizing their own interests. Despite their harshness, no one has been able to overthrow Imu, largely due to their immense power.
Imu is an incredibly powerful and immortal being who can recover from any injury. They possess a unique ability called Domi Reversi, allowing them to transform people into demons and take complete control of them. On top of that, Imu is skilled in the use of multiple Devil Fruits and Haki. Given their immense strength and abilities, it makes sense that the author, Oda, has chosen Imu to be the ultimate antagonist in One Piece.
Five Elders
Shanks
Affiliation: Red Hair Pirates

Shanks captains the Red Hair Pirates and is considered one of the most powerful characters in the series. Remarkably, he learned a difficult technique called Divine Departure when he was only 15 years old. This is impressive because the technique requires a very high level of both Advanced Conqueror’s Haki and Armament Haki, meaning Shanks had already mastered both at a young age.
Shanks has gotten much stronger since then, earning the fear and respect of both pirates and the Marines. He’s even powerful enough to intimidate an Admiral – he once scared Admiral Ryokugyu away just by using his powerful Haki.
Joyboy
Affiliation: Ancient Kingdom

- Devil Fruit: Yes
Joyboy is a famous hero from a long-forgotten time known as the Void Century. He led the initial rebellion against the World Government and is remembered as the very first pirate.
Much about Joyboy is still unknown, but Eiichiro Oda has revealed some key information. We now know Joyboy ate the same Devil Fruit as Luffy – the Hito Hito no Mi, Model: Nika – and even awakened its power. Emet confirmed this awakening resonated with the ‘Drums of Liberation’ from the past. Joyboy was also incredibly skilled with Haki. When Emet released the knot containing Joyboy’s Haki, it overwhelmed many Marines, knocking out lower-ranked officers and even Vice Admirals. The surge of power was so strong it forced the Five Elders to transform back into their original human forms and sent three of them flying back to Marijoa.
