
Imu’s introduction was a huge surprise for One Piece fans and is considered one of the most significant moments in the series so far. They were presented as the ultimate authority figure within the World Government, clearly demonstrating a power level unmatched by anyone else.
I’ve been diving deep into the lore, and it’s incredible! It seems the Imu actually go way back to the Void Century – they were the ones who fought and beat Joy Boy, and that’s how they established the World Government’s total control. They’re presented as almost god-like, and honestly, their power seems to match that image. But here’s the really interesting part: they are still human, and they’re definitely afraid of something. We saw it when Joy Boy’s Haki hit them, and it’s clear there are others out there who also make them nervous. It’s a fascinating weakness for such a seemingly absolute power!
6. Monkey D. Luffy

Luffy has accomplished a feat very few have achieved: defeating one of the Four Emperors. During his battle with Kaido, he unlocked the full potential of his Devil Fruit, gaining powers similar to the legendary Joy Boy. This development even alarmed the Gorosei, the highest authorities in the world government, who recognized Luffy as the next Joy Boy and a significant future threat. Consequently, Imu, the mysterious ruler, fears what Luffy will become and is determined to stop him from growing even more powerful.
5. Sabo

Sabo’s attack on Marijoa revealed that someone even higher in power than the World Government exists. Sabo had previously learned about Imu during a conversation with Cobra, where the mention of a figure named Lily visibly angered Imu. Sabo attempted to save Cobra, but wasn’t able to, though he did manage to escape. He tried to contact the Revolutionary Army to share information about Imu, but Imu destroyed the island before he could finish. Despite this incredible display of power, it became clear that Imu is actually afraid of Sabo and the information he possesses.
4. Nico Robin

I witnessed a truly heartbreaking childhood for Robin. It all stemmed from a terrible event orchestrated by the World Government – they destroyed her home and killed everyone she knew. It happened because the scholars of Ohara, her people, were able to decipher the ancient writing on the Poneglyphs, uncovering the lost history of the Void Century. Their pursuit of knowledge ultimately led to their destruction. Now, Robin is the only one left who can still read those ancient texts, making her a huge threat to the World Government. Imu, the mysterious leader, is desperate to keep those secrets buried, and Robin is the only person who could reveal them. That’s why they’re so determined to capture her – she holds the key to a forgotten past.

Blackbeard, the son of the famous pirate Davy D. Xebec, is currently one of the most powerful pirates in the world, ruling as one of the Four Emperors. He’s a cunning strategist who has built a large crew and gained power from two incredibly strong Devil Fruits. His ultimate ambition is to find the legendary treasure, One Piece, and become the King of the World, and he’s steadily moving closer to achieving that goal. Initially, a weakness for Blackbeard was the lack of anyone on his ship who could decipher ancient Poneglyphs, but that changed when they captured Pudding, who possesses that ability.
2. Shirahoshi

I’ve been observing Shirahoshi, the Princess of Fishman Island, and it’s become clear she’s much more than royalty. She’s actually an ancient weapon called Poseidon, with the incredible ability to control all the Sea Kings – those massive creatures of the ocean. It’s a power that could easily destroy islands, making her one of the very few people capable of such devastation. Seeing her awaken this power feels like a huge problem for Imu, and it was obvious Imu already knew about her and was seriously worried about what she could do.

Vegapunk had some knowledge of the hidden history known as the Void Century, making him a target for the World Government’s leaders, the Gorosei. He was eventually killed by Kizaru, but his memories and research survived in a system called Punk Records. This system contains many important secrets and can still be accessed through Vegapunk’s satellites, making it a target for Imu, who fears the records could reveal the truth about the Void Century and potentially expose Imu’s own identity.
