Penitent Steel Location & Loot Pool in Borderlands 4

Okay, so I just took down Big Oil in Borderlands 4: Mad Ellie and the Vault of the Damned – what a fight! The good news is, it dropped some seriously awesome loot: a Honey Badger shield and a Sunspot pistol. I’m gonna break down what these legendary items actually do for anyone who’s curious.

You can find Big Oil inside the Fuel Siphon, specifically during the Gurgling Stent Activity. This activity takes place in the Bloodstained Hollow. We’ll show you exactly where to find the boss and what valuable items you can earn by defeating him.

How to Find Penitent Steel in Borderlands 4

  • The Penitent Steel is located at the DAHL Bunker: Crisis Scar Weeping, in the Windswept Wastes.
  • The Crisis Scar Weeping Bunker is accessed to the left of the DCN Feuermann, to the bottom left of the map.
  • The location itself requires you to climb quite a distance with the grappling hook, as it’s a vertical climb upwards.
  • Once you arrive, you can expect the Penitent Steel to fly out and attack from above with missiles.
  • The Penitent Steel’s first health bar is Shields, so use Shock and Radiation.
  • The final health bar is Armor (yellow), so Cryo and Corrosive are super effective.

Penitent Steel Loot Table in Borderlands 4

Item Type Effect
Soul Survivor Pearlescent Daedalus Pistol Cryo Override – Converts Damage to Cryo Damage depending on enemy’s Health type.
Flash Cyclone Legendary Maliwan SMG Flash Freeze – Chance on Hit to Explode and Spawn additional projectiles.
Geiger-Roid Legendary Repkit Roid Rage – On Use applies 5 stacks of Roid-Rage that decay over time. Each time a stack expires spawn a Nova dealing damage.

The Soul Survivor artifact is a great find for collectors, and especially useful if you enjoy Cryo-based builds. Its ability to convert damage into Cryo damage can significantly boost certain character setups, making it a valuable item for players who focus on Cryo effects.

Maliwan consistently creates reliable submachine guns, and the Flash Cyclone is no exception. It’s particularly effective with Cryo-based builds, as its high fire rate and large magazine often lead to frequent projectiles and explosions.

Geiger-Roid’s element and the type of damage it deals change with each use, but it consistently performs well. While its immediate health boost and healing over time are helpful, what truly makes Geiger-Roid a top-tier Repkit is its Roid-Rage. This builds up stacks that unleash powerful Novas, perfect for quickly clearing out weaker enemies.
