
Both the Naruto and Boruto series feature villains who eventually change their ways. Even though these characters have committed terrible acts, Naruto consistently chooses to try and understand them, helping them recognize their mistakes instead of simply fighting them.
Several villains in Boruto have done terrible things, making it unlikely they’ll ever turn their lives around. They’ve lost all hope and are focused solely on what benefits them, regardless of the harm they cause to others.
Code
Inner from Kara
Code is one of the few remaining members of the Kara organization, and his ultimate ambition is to become a god by harnessing the power of the White Karma. He was a devoted follower of Isshiki Otsutsuki, practically worshipping him and overlooking any of his wrongdoings. Driven by this devotion, Code plans to destroy the world by absorbing the chakra fruit of Earth and eliminating all of humanity.
Code is aware of human suffering and understands the pain caused by Isshiki, but he still deliberately chooses to follow a destructive path. He isn’t compelled to obey Isshiki, yet he does so anyway, knowing the devastation Isshiki has wrought. This conscious decision is what makes Code particularly reprehensible.
Daemon
Former Member of Kara
Daemon is a frightening character. Created by Amado as a cyborg, he’s incredibly powerful and kills people casually. He shows no empathy for his victims, treating each kill like a game, and feels no emotional connection to his actions.
Many villains in the Naruto and Boruto series have motivations, even if those motivations don’t excuse their actions. However, Daemon is different – he doesn’t seem to need a reason. If he feels like killing someone, he simply does. While he sometimes claims to be protecting his sister, Ada, Daemon often kills just for enjoyment.
Victor
Inner from Kara
I’ve been following Victor’s story, and it’s honestly pretty disturbing. He used to be a shinobi, but then he got involved with this shadowy group called Kara – he was one of their Inner members, which is a big deal. The worst part is, he didn’t just join them, he actively helped fund and carry out a ton of dangerous experiments. He completely disregarded any sense of ethics, treating people like they were just tools to be used and thrown away. It all comes down to his obsession with getting stronger, and he’s willing to sacrifice anyone to achieve it. It’s a really bleak picture.

Victor’s actions are unforgivable primarily because he intentionally hurts others, not due to any outside influence. He simply chooses to inflict pain to gain power. He lacks any redeeming qualities and isn’t even loyal to those within his own organization, Kara.
Isshiki Otsutsuki
Member of Otsutsuki Clan
Isshiki Otsutsuki, a member of the powerful Otsutsuki Clan, prioritized his own survival above all else. After being betrayed by his partner, Kaguya, he was forced to inhabit the body of Jigen to stay alive. Later, Isshiki acquired Kawaki from his cruel father, marked him with the Karma seal, and subjected him to harsh and unforgiving training.
Isshiki Otsutsuki is beyond redemption; his life has always revolved around power and self-preservation. His cruel treatment of Kawaki exemplifies his heartlessness and complete disregard for others. He manipulates people solely to benefit himself.
Amado
Head of Research and Development in Kara
Amado used to lead research and development for the Kara organization, where he created powerful cyborgs like Eida and Daemon. Although he later joined Konoha and appeared to have good intentions, he was actually driven by much darker motives. Amado sees people as expendable tools to achieve his own goals and is willing to sacrifice anyone – even manipulating others, including Kawaki – to get what he wants.
Everything Amado did was ultimately driven by his desire to resurrect his daughter. His experiments, though motivated by grief, involved sacrificing innocent lives and showed a complete disregard for ethics. While his goal – bringing his daughter back – might be understandable, the methods he used were undeniably cruel and unforgivable.
Kawaki
Originally Raised By Kara
Kawaki experienced a deeply sad life, filled with manipulation and abuse, particularly at the hands of Isshiki Otsutsuki. After being rescued and taken in by Naruto and his family, Kawaki became very close to Naruto, developing a strong attachment that eventually became an all-consuming obsession. Driven by this obsession, he committed many terrible acts, all in an attempt to protect Naruto.
Kawaki imprisons Naruto and Hinata in a different dimension, believing he’s protecting them, but this strips Naruto of his freedom and separates him from his family and friends. Driven by Momoshiki’s influence, Kawaki then attempts to kill Boruto. He even uses Eida’s abilities to switch bodies with Boruto, effectively destroying Boruto’s life. Despite being raised by Naruto in a nurturing environment alongside Boruto, who he considered a brother, Kawaki betrays them both.
