Tornado Cash, an Ethereum-based mixer, first saw the light of day in December 2019. This open-source, non-custodial cryptocurrency mixer aims to help folks conceal their transaction histories by jumbling up their moolah with others, thus ensuring privacy.
But alas, this very feature attracted the ire of regulators! In August 2022, the US Department of the Treasury put a ban on Tornado Cash, claiming it helped hide dirty money. The ban led to the project’s website and GitHub accounts being given the heave-ho, and Pertsev was nabbed by the Dutch police.

After his arrest, Pertsev was accused in the Netherlands of abetting money laundering using Tornado Cash. Prosecutors claimed he played a part in laundering around $1.2 billion between July 2019 and August 2022.
Pertsev was found guilty by a Dutch court in May 2024 and sentenced to 64 months in the slammer. The court declared that Alexey Pertsev had a “history of performing money laundering” over the designated period and that Tornado Cash was “designed for scoundrels.”
