To free him, first, you’ve got to navigate through the prison. This involves crossing over broken walls, climbing up walls using vines, descending a steep cliff, and balancing on a plank into a small cell where a dead guard lies. After retrieving the quarry guard key from there, you can unlock his door. Once released, Finley will reveal that you might encounter him again in Sacrament, but only when he chooses to be noticed.
