
Take-Two Interactive’s CEO, Strauss Zelnick, recently expressed disappointment with the development of BioShock 4. While the game hasn’t come along as quickly as the company hoped, Zelnick remains somewhat hopeful about its progress.
The next installment in the BioShock series, currently known as BioShock 4, is being created by Cloud Chamber. This studio brings together people who have worked on previous BioShock games – including artists and directors like Hogarth de la Plante, Scott Sinclair, and Jonathan Pelling – as well as new talent. Cloud Chamber was founded in 2019 as a division of 2K Games specifically to make this fourth main BioShock game. They have offices in Montreal and California, but development hasn’t gone as smoothly as planned. As of mid-2026, over six and a half years after starting, BioShock 4 still hasn’t been released.
Take-Two CEO ‘Deeply Disappointed‘ But Not Surprised by BioShock 4 Issues
During a recent conversation with Stephen Totilo of Game File, Take-Two Interactive CEO Strauss Zelnick discussed the challenges facing the development of BioShock 4. He explained that the game’s repeated delays are representative of wider issues in the game industry today. While not surprised by the lengthy development time, Zelnick stated he proactively manages the company to anticipate such problems. However, he did admit to being “deeply disappointed” with how long it’s taking to finish the game.
Looking back, we clearly spent too much time and money pursuing ideas that didn’t work out.
Zelnick ‘Feeling a Lot Better’ About BioShock 4 Right Now
So, I was reading an interview with Strauss Zelnick, and Totilo asked him how he was feeling about BioShock 4. Totilo even joked that Zelnick would always say things were good, even if they weren’t! Zelnick quickly jumped in and said he wouldn’t lie, and that he was actually feeling much more positive about the project now. When asked what went wrong with development at Cloud Chamber, Zelnick was pretty vague, basically saying they spent a lot of time and money going down creative paths that didn’t actually lead anywhere. Sounds like they had some false starts, honestly.
The future of the project is uncertain, as Zelnick didn’t say when Cloud Chamber’s new game will be released. Major problems with the game began in August 2025, according to Bloomberg, when Cloud Chamber underwent significant changes: the creative director, Hogarth de la Plante, was moved to a publishing position, and Kelley Gilmore was replaced as studio head by Rod Fergusson. Interestingly, Fergusson also helped finish BioShock Infinite at Irrational Games more than ten years ago.

BioShock 4 Team Still Hiring for Some Positions That Should Have Been Filled by Now
TopMob’s review of job postings indicates that Cloud Chamber is hiring for positions they’d usually fill much further along in a game’s development. One example is a combat designer role focused on creating enemy encounters, and this position is based in Canada. While one job listing isn’t definitive, this level of hiring suggests that BioShock 4 might not be as close to release as expected, particularly considering the studio’s reorganization in 2025. Following that restructuring, Take-Two CEO Strauss Zelnick stated that BioShock 4 needs to be truly outstanding – exceeding even high expectations set by the previous three BioShock games – before it’s released.
