Each dispenser needs to be filled with wind charges, which are set off when the player jumps into the hole and triggers the pressure plate at its base.

How This Minecraft Mob Launcher Works

To ride a new Minecraft mob, players should step onto the device and simultaneously press down on a pressure plate, all while keeping hold of the leash attached to the mob. This action will send them soaring into the sky.
