Similar to the original game, you’ll often be presented with choices about whether to enact or discard laws. For a thriving society, it is crucial to introduce and pass suitable laws.

In Frostpunk 2, every law is decided upon by a vote among representatives from different Factions. To successfully govern your city, it’s essential to strike a balance between the conflicting agendas of these factions and deftly negotiate with opponents to obtain their votes. This tutorial will lead you through the nuances of passing and negotiating laws in Frostpunk 2.

Initially, it’s important to construct the “Council Hall” in the “Central District.” By doing so, you’ll gain access to the Council and familiarize yourself with the game mechanics related to lawmaking at an early stage in Chapter 1 of Story Mode. During this period, the Council will convene its first meeting to discuss your role as Captain.

As a dedicated player in Frostpunk 2, following the initial expression of confidence, I will be granted the exciting privilege to suggest and cast my vote on upcoming legislations. For a law to be enacted, it requires a substantial number of affirmative votes within the Council. In this immersive game, I can propose fresh laws every 10 weeks, but to ensure their approval, I must strategically garner at least 51 votes from the delegates.

As a gamer, I need a solid three-quarters of my gaming group to agree before we can pass any rules in our game.

You can propose laws from four categories: City, Society, Survival, and Rule. Once you choose the category, you’ll have to select at least two topics on which you want to pass a law. Next, click on Propose, and your proposed law will be presented to the Council of Delegates for their consideration. They can either approve or reject your bill.

Each law has a progress meter showing its potential to be enacted. Delegates may support, oppose, or be undecided about a law, leaning towards abstaining from voting. To boost your bill’s approval chances, consider casting your own vote by pressing the Vote button.

These delegates are more open to negotiation and could potentially be swayed, allowing you to gather enough votes to pass the legislation. You don’t need to win everyone over; instead, focus on acquiring the necessary votes to get the law approved.

Certain groups refuse any form of negotiation whatsoever, but there are others who are open to discussions. These open parties may have distinct requirements that need to be fulfilled in order for them to cast their votes in your favor. Fortunately, you only need to select one demand from their list. Your commitments can help persuade uncertain delegates within a group to back your legislation, and potentially change the minds of those who were initially against it.
