In the world of Naruto, the Kage are incredibly powerful and respected leaders. Each village boasts its own history of legendary Kage, known for both their strength and their dedication to protecting their people. While many Kage have been featured in the series, only a select few are considered truly legendary.
Mu
- Position: Second Tsuchikage
Mu, the Second Tsuchikage from Iwagakure, was an incredibly powerful ninja, considered by many to be stronger than Onoki. He was a master of the Particle Style and could even split himself into multiple bodies and completely hide his presence by erasing his chakra signature.
Despite his incredible skill and ferocity as a ninja, he didn’t achieve the same legendary status as Onoki, as he never fought in any significant wars. He ultimately died in combat against Gengetsu Hozuki, though he managed to defeat Gengetsu before falling himself.
Gaara
- Position: Fifth Kazekage
Gaara is widely considered the most famous leader (Kage) in the history of the Hidden Sand Village. Although the Third Kazekage held that honor before him, Gaara’s actions during the Fourth Great Ninja War cemented his legendary status. He bravely risked his life to protect his village – and even saved Naruto Uzumaki – becoming a true hero.
During the battle, Gaara demonstrated exceptional skill as a young military commander, playing a crucial role in securing victory for the Shinobi Alliance. His contributions were so vital that, without him, the alliance would have lost, and Naruto Uzumaki wouldn’t have survived.

Third Raikage

The Third Raikage is a legendary figure in Kirigakure, and his story will be told for generations. He famously led his village during the Third Great Ninja War, and accounts say he single-handedly battled 10,000 shinobi for three straight days. He ultimately died from using up all his energy, but he’s still remembered as a legend. Stories say he was incredibly strong, capable of defeating even a powerful Tailed Beast in battle. He’s considered one of the greatest Raikage ever, ranking among the strongest ninja in the Naruto world.
Tobirama Senju
- Position: Second Hokage
Tobirama Senju, Konoha’s Second Hokage, is a truly legendary figure. While he significantly contributed to Konoha’s growth and development, he remains a controversial leader due to his prejudiced actions towards the Uchiha clan.
Despite the challenges, he also established key institutions like the Konoha Ninja Academy and the ANBU, which gained worldwide recognition. He championed a more democratic system for Konoha and inspired a new generation of skilled ninja by instilling in them the values of the ‘Will of Fire’.
Onoki
- Position: Third Tsuchikage
Onoki is known as one of the wisest characters in the Naruto universe, and he’s also incredibly powerful. His unique ability, Dust Release, lets him break down anything into its smallest parts, even at an atomic level. Because of this, he could defeat most opponents with just one attack.
Onoki was a powerful leader who guided his village through many conflicts. Though he once relied on tactics like using the Akatsuki, he’s become a force for good. He played a crucial role in inspiring the ninja forces during the Fourth Great Ninja War, even uniting the Kage. Madara Uchiha himself considered Onoki his biggest obstacle. The war likely would have been lost without Onoki’s leadership, proving just how legendary he is.
Tsunade Senju
- Position: Fifth Hokage
Tsunade Senju doesn’t always get the recognition she deserves as a Kage, but she’s undeniably one of the most powerful. As Hokage, she quickly brought stability back to Konoha. She also bravely led the charge during the Fourth Great Ninja War, even facing off against Madara Uchiha when the other Kage were on the brink of defeat.
Tsunade ultimately rescued everyone, and she powerfully joined the fight, using her incredible medical ninjutsu to save thousands. She single-handedly saved most of Konoha’s population during Pain’s attack, solidifying her status as a legend, much like Minato Namikaze.
Hiruzen Sarutobi
- Position: Third Hokage
Hiruzen Sarutobi, the Third Hokage of Konoha, was a legendary figure often called the Professor or the God of Shinobi – a title shared with Hashirama. He was renowned for his incredible wisdom, unmatched by anyone else in the Naruto world. Hiruzen’s mastery of ninja techniques and understanding of world affairs were unparalleled, and his power lived up to his reputation.
He was a master of all five natures and had some very overpowered abilities up his sleeve. He defended Konoha admirably and even led the village in two massive wars. Even in the Fourth Great Ninja War, Hiruzen played a significant role and even saved Naruto’s life. While he gets some slack for being way too soft, Hiruzen was surely a legendary Kage, the likes of which will never be seen.
Minato Namikaze
- Position: Fourth Hokage
Minato Namikaze, the Fourth Hokage of Konoha, is a legendary figure known for two incredible achievements: he single-handedly ended the Third Great Ninja War and later saved Konoha from a devastating attack by Kurama. His contributions continued during the Fourth Great Ninja War, solidifying his place as one of the greatest Kage of all time.
Hashirama Senju
- Position: First Hokage
Hashirama Senju, the First Hokage, is a truly legendary figure, best known for founding the village of Konoha. He was a strong and respected leader of the Senju Clan and also brought together the very first meeting of the Five Kage.
Hashirama was instrumental in establishing the peace the ninja world now experiences, and without his efforts, it would likely still be chaotic. Considering this, along with his incredible power, he truly earned his legendary reputation.
Naruto Uzumaki
- Position: Seventh Hokage
Naruto Uzumaki is widely considered the most powerful and famous ninja ever. Thanks to the power of the Nine-Tailed Fox and the Six Paths Chakra, he reached a god-like level of strength. Beyond his incredible power, Naruto brought all the ninja villages together during the Fourth Great Ninja War and ultimately saved the world, fulfilling a long-held prophecy. No other ninja has contributed as much, solidifying his place as a true legend.
