
The world of Naruto is filled with powerful ninja in each of its major villages, all capable of incredible attacks. While the Hidden Leaf Village is the largest and has the most famous strong ninja – like the various Hokage and Might Guy – the other villages also have their share of skilled fighters. The Hidden Sand Village is home to ninja like Gaara and Sasori, and the Hidden Mist Village (Kirigakure) also boasts several noteworthy shinobi.
The Hidden Mist Village is renowned as the birthplace of incredibly powerful water-based techniques. It’s also home to the legendary Seven Swordsmen of the Mist and has hosted three different individuals who possessed immense power as jinchuriki. A gathering of the village’s strongest ninjas would almost certainly include those two jinchuriki, as well as two former Mizukage (leaders of the village), with one of those leaders also having been a jinchuriki – a testament to their exceptional strength.

While water is usually linked to cold or ice, Mei uses it to create intense heat, allowing her to hold her own in battles against incredibly powerful opponents like Sasuke Uchiha and even Madara Uchiha.

Yagura is a remarkably powerful fighter, largely due to being the host of the Three-Tails, Isobu. He’s different from other jinchuriki like Utakata, as Yagura fully controls his tailed beast, giving him precise command over its immense power. Adding to his abilities, Yagura utilizes Water Release techniques to create watery mirrors that can deflect attacks back at his opponents.

Gengetsu Wins Even When Telling His Enemies How to Fight Him
While Mei Terumi is the current Mizukage and Yagura was the only one known to host a tailed beast, Gengetsu is considered the strongest ninja to ever hold the position. He appeared later in Naruto Shippuden as an undead fighter, and surprisingly, even offered advice to the allied ninja forces on how to defeat him. Despite this, Gengetsu easily defeated the Fourth Division, demonstrating his incredible strength.
Gengetsu is an incredibly skilled taijutsu fighter, especially with his kicks. He can also attack from a distance by shooting powerful water bullets from his fingertips, capable of piercing even durable shadow clones. What’s really unique is his use of clones – instead of just using them as decoys or for defense, he created a system where his clone constantly recycles, making it a relentless and hard-to-defeat weapon. Most ninjas only use clones for simple distractions or to absorb attacks, but Gengetsu has taken the technique to a much higher level.

Kisame isn’t a Mizukage or a jinchuriki himself, but he’s incredibly strong and can easily defeat ninjas who are either of those things – he’s considered the most powerful ninja ever from the Mist Village in the series Naruto. He’s known as the ‘tail-less biju’ and looks like a shark, possessing chakra reserves comparable to a jinchuriki, and he actually gains more chakra through the fangs of his sword, Samehada. Kisame can also cancel out enemy attacks by having Samehada absorb them, a technique similar to how Pain’s Preta Path worked.
Kisame is a formidable ninja, capable of competing with many of the strongest fighters. He doesn’t just absorb an opponent’s chakra with his weapon, Samehada; he’s also incredibly skilled in hand-to-hand combat and uses powerful water-based techniques. He can even merge with Samehada to recover and become even stronger. The Akatsuki strategically paired Kisame with Itachi Uchiha to balance Itachi’s tendency to rely heavily on chakra-intensive abilities like the Fireball Jutsu and his Mangekyo Sharingan. Countering a talented ninja like Itachi is no easy feat, but Kisame is uniquely equipped to do so.
