Just like Roger, he’s expected to have an incredibly high bounty – likely exceeding 5 billion berries. In fact, Luffy’s bounty could even surpass Roger’s, as he’s actively challenging the World Government, something Roger avoided.
Luffy is poised to become even more influential than Gol D. Roger, the previous Pirate King, and will likely have a much larger bounty as a result. He has the greatest potential of anyone in the series to exceed Roger’s accomplishments.
Blackbeard

Blackbeard leads the Blackbeard Pirates and is recognized as one of the Four Emperors, the most powerful pirates in the New World. He’s quickly become incredibly strong and feared, building a top-tier crew in just two years and earning a massive bounty of 3.996 billion berries. Remarkably, Blackbeard isn’t even at his peak yet; he’s actively seeking powerful Devil Fruits and ancient weapons to grow even stronger. As the story of One Piece progresses, Blackbeard is expected to become increasingly important and notorious, likely leading to an even larger bounty.
Blackbeard is actually a direct descendant of Davy Jones. This makes him a major threat to the World Government, who would likely want him eliminated immediately. His unique heritage, combined with his ambition and destructive tendencies, will likely result in a very high bounty. Furthermore, his pursuit of the One Piece means that if he reaches Laugh Tale, his bounty could even surpass Roger’s.

His strength is almost unmatched; he even defeated a formidable creature called the Nidhoggr, a feat that eluded King Harald, who was stronger than even Rocks D. Xebec at the time.
Shanks is now as strong as, and possibly even stronger than, Roger, as shown in the latest story arc. He’s made it clear he’s aiming to win the One Piece, and if he reaches the final island, his bounty will likely exceed 5 billion berries – potentially even surpassing Roger’s. Shanks will become increasingly important to the story, and the author will undoubtedly give him more attention going forward.
Buggy
- Current Bounty: 3.189 Billion Berries
I’m seriously fascinated by Buggy right now! He’s become one of the Four Emperors after Big Mom and Kaido went down, which is incredible. What’s even more amazing is how he just keeps succeeding despite seemingly doing nothing to deserve it – it’s hilarious! And now, he’s actually going after the One Piece himself! That means, believe it or not, he actually has a chance of finding it, which is wild to think about.
Fans believe Buggy and Shanks previously agreed to find the treasure at Laugh Tale together, and the story needs to honor that promise. If Buggy unexpectedly succeeds in claiming the One Piece, his bounty would likely exceed 5 billion berries. Buggy’s running joke is that he achieves success through sheer luck and incompetence, and this could lead to him being mistakenly hailed as the Pirate King or even a god. Ultimately, the story’s conclusion could make him one of the most notorious figures in the pirate world.

Nerona Imu
- Current Bounty: None
Nerona Imu is the supreme ruler of the One Piece world and currently the most powerful character. Typically, as the leader of the World Government and commander of the Marines, he wouldn’t have a bounty. However, the rise of the Cross Guild has changed everything, forcing a shift in how power is viewed and tracked.
I’ve been watching the Cross Guild, and they’re now offering rewards for Marines they want gone. It wouldn’t surprise me if they started targeting people from the World Government too, considering they’ve openly declared war on them. I have a feeling that if Imu’s true identity ever becomes public – and it probably will soon – the Cross Guild will put a huge bounty on his head as well. Considering he’s essentially the King of the World, and a lot of people would love to see him overthrown, that bounty would easily be over 5 billion berries, maybe even around 10 billion.
Shamrock Figarland
- Current Bounty: Unknown
Shamrock Figaland is a highly influential figure within the World Government and a member of the Holy Knights. He’s considered to be as powerful as the famous pirate Shanks. Shamrock also has a unique agreement with Imu, known as the Depths Covenant, granting him immortality, incredible healing abilities, and immense strength. During the Elbaf Arc, he wielded a special sword imbued with the power of the Cerberus Devil Fruit.
Shamrock is just as dangerous as Shanks, but what makes him even more of a threat is his status as a Celestial Dragon, making him a target for people worldwide. He’s likely to receive a bounty from the Cross Guild, and considering Akainu’s bounty is 5 billion berries, Shamrock’s could be even higher – potentially reaching close to 6 billion.
Five Elders
- Current Bounty: Unknown
The Five Elders are the leaders of the world and are seen as the ultimate authority within the World Government. Considering the Cross Guild is currently fighting against the World Government, it’s likely they’ve also put bounties on the heads of the Five Elders.
As the top dogs running things, I fully expect their bounties to be absolutely massive! Honestly, I wouldn’t even blink if they ended up with rewards over 6 billion Berries by the end of the series – it just makes sense given their power and influence.
