Loki

He easily defeated Harald, who was being controlled by Imu, which worried Imu and made him hesitant to risk any more of his Holy Knights in a fight. Even the leader of the Holy Knights acknowledged Loki’s immense strength.
Monkey D. Luffy

Luffy is now considered one of the four most powerful pirates in the world. He earned this reputation by defeating Kaido in the battle at Onigashima, proving to everyone that he could achieve the seemingly impossible.
He’s incredibly dangerous – the Gorosei themselves attempted to stop him, but couldn’t. On top of that, Luffy is one of the rare individuals to have defeated a Marine Admiral.
