
Eiichiro Oda’s dedication has resulted in a fantastic cast of characters in One Piece. He’s spent a lot of time building a detailed world where each character feels authentic and well-developed, which is why so many have resonated with fans.
One Piece often builds up characters to be incredibly strong, but sometimes doesn’t deliver on that promise. Several characters were presented as major threats, but ultimately proved to be underwhelming. While a handful managed some impressive feats, it wasn’t enough to overcome their overall lack of impact.
8. Hody Jones
- Introduced In Fishman Island
Following their training and separation, the Straw Hat Pirates met up again at Sabaody and resumed their adventure. This eventually led them to Fish-Man Island, where they had a rematch with Hody.
Hody was a villain driven by hatred, determined to create more conflict between humans and Fish-Men. He was completely committed to his beliefs, regardless of the consequences. While Hody was a compelling villain, his fight with Luffy wasn’t very satisfying because it happened underwater, which unfairly limited Luffy’s abilities. Luffy would have won easily on equal ground.
7. Gecko Moria
- Introduced In Thriller Bark
Moria was once one of the Warlords of the Sea and first appeared during the Thriller Bark saga. He was presented as a pirate on par with Kaido, which was a huge claim. This created a lot of excitement among fans, who anticipated he’d be a very powerful fighter.
Unfortunately, his performance didn’t live up to expectations. Even though he had years of experience, Moria was defeated by the Straw Hat Pirates, who weren’t even familiar with Haki.
6. Charlotte Smoothie
- Introduced In Whole Cake Island
The battle between Luffy and Cracker showed fans just how powerful the commanders of the Yonko truly are. However, that impression shifted with the introduction of Smoothie, the second Sweet Commander, who didn’t play a significant role in the story.
Surprisingly, some of Big Mom’s less important crew members actually played a bigger role in the story than she did. While she had another chance to shine during the Wano Country arc, her efforts were ultimately cut short when Marco caused her pirate ship to crash into a waterfall.
5. Jack The Drought
- Introduced in Zou
Jack was a cruel pirate known for destroying the city of Zou and mistreating its inhabitants. While he demonstrated some physical power, his many losses throughout the story ultimately defined him. He simply didn’t win often enough.
Jack lost to Sengoku, Tsuru, and eventually to Inuarashi. While he faced incredibly strong opponents, these defeats are undeniable.
4. Orochi
- Introduced In Wano Country
Orochi was the cruel ruler of Wano Country. Before the Straw Hat Pirates arrived, he was known as a powerful figure with a rare and mysterious Devil Fruit ability.
It quickly became obvious after his first appearance that Orochi wasn’t a powerful figure at all, but a weak and deceitful man who had only gained influence through trickery. Even with numerous chances, he never accomplished anything of real value.
3. King Elizabello II
- Introduced In Dressrosa
Elizabello appeared in the Dressrosa storyline while competing in a tournament to win the Mera Mera no Mi. He gained notoriety for his powerful King Punch, rumored to be strong enough to defeat one of the Four Emperors.
The decision sparked a lot of discussion among fans. Many were shocked to hear Elizabello described as being as strong as one of the Four Emperors, but it became clear that this assessment was a significant overstatement.
2. The Numbers
- Introduced In Wano Country
The Beasts Pirates are among the most powerful pirate crews seen in the series. Their strength comes from the fact that nearly all of its members possess Devil Fruit abilities, and they boast a leadership team of notorious and powerful pirates who were already well-known throughout the New World.
The team also included the Numbers, who were initially presented as powerful, ancient giants. However, this turned out to be misleading – they weren’t as strong as people thought and couldn’t effectively challenge the Straw Hats and their friends.
1. Eustass Kidd
- Introduced In Sabaody Archipelago
Captain Kidd was a notoriously powerful pirate, once with a higher bounty than Luffy. His troubles started when he ventured into the New World, where Ben Beckman severed his arm. Soon after, he suffered a brutal defeat at the hands of Kaido.
Kid managed to turn things around in Wano, but then made a reckless move by challenging Shanks in Elbaf. As expected, he was completely defeated and forced to surrender his Road Poneglyphs.
