As the final war in One Piece gets closer – and it really feels like it’s building with each new chapter – I’m watching both the pirates and the World Government prepare for battle. Since the Marines are the World Government’s main fighting force, it’s obvious they’re going to be central players in this huge conflict.
While the Marines generally have impressive strength thanks to their Devil Fruit powers, they don’t have as many skilled Haki users as the pirates. Still, both current and former Marines do include some of the strongest Haki users in the world of One Piece, so let’s explore who they are.
Smoker Has Shown Haki Proficiency

I’ve noticed a lot of fans really like Smoker, but it’s been a while since we’ve seen him in the story. There’s a running joke that his main purpose is just to take a beating, but he’s actually a really strong fighter. He has a powerful Logia-type Devil Fruit, which is a big part of his strength. Since the time skip, he’s also demonstrated impressive Armament Haki skills, and even showed he could use Observation Haki – he sensed Tashigi wasn’t very powerful, which really marked him as a key player during the Final War.
Ryokugyu Became An Admiral Due To His Strength
Current Status: Navy Admiral
Following the time jump, the Navy had two open Admiral positions, and Ryokugyu filled one of them. Although he hasn’t been shown much, and didn’t demonstrate strong Haki skills in his limited appearances, it’s established that Ryokugyu is incredibly powerful and a highly skilled Haki user – a necessity for someone in the position of Admiral.

Koby Is Garp’s Current And Favorite Disciple
Current Status: Member of SWORD
Koby is a remarkably skilled Haki user, especially with Armament Haki, allowing him to launch strong attacks. This is largely thanks to his training under the legendary Marine, who is considered one of the greatest Haki users ever. Although Koby left the Marines to join SWORD, he maintains a strong connection to the organization. His dedication and work ethic were key to developing his impressive abilities.
Kizaru Is One Of The Series’ Most Dangerous Characters

Fujitora is one of the strongest users of Observation Haki in the series, and he became an Admiral after the time skip. Although he is blind, his exceptional Observation Haki lets him navigate, fight, and live normally, as he has masterful control over the ability. He’s also a powerful Armament Haki user, demonstrated by his ability to withstand attacks from both Sabo and Doflamingo during their battle.
Akainu May Be The Strongest Marine Ever
Current Status: Fleet Admiral of the Navy
Akainu is widely considered the most dangerous Marine in history, and the story strongly suggests this is true. While he primarily uses his incredibly powerful Devil Fruit ability, it’s been confirmed he also possesses both Observation Haki and advanced Armament Haki – demonstrated when he combined forces with Aokiji and Kizaru to create a protective barrier during the Marineford War. Some fans even speculate that he has Conqueror’s Haki, given his high rank, strong ambition, and victory over Kuzan.
Sengoku Is A Master Of All Haki Categories

Becoming a Fleet Admiral requires immense strength, and Sengoku certainly possessed it. Garp is a legendary figure in a world filled with powerful pirates and unique abilities. He earned his reputation through incredible strength and mastery of Haki – a power that even the most fearsome pirates dreaded. Many believe Garp is the greatest Haki user ever, perhaps only rivaled by Roger, and one of the few capable of defeating the terrifying Demon Rocks. He wasn’t just proficient in all three advanced Haki forms; he possessed a level of skill that suggests his true potential was far greater.
