Terraform’s Do Kwon Extradition Takes New Twist

Based on local news outlets’ accounts, the Montenegrin Supreme Court granted approval for Kwon’s extradition from the country for a second time.

In November, the High Court decided that Kwon met the necessary legal conditions based on examining extradition petitions from South Korea and the US. Yet, the local Supreme Court reversed this decision, leading the case to be returned to the High Court for further assessment.

As a result, the extradition proceedings need to be initiated anew. Ultimately, the fate of Kwon lies in the hands of Montenegro’s Justice Minister, Andrej Milovic, who will make the final call on whether to send Kwon to the United States or South Korea for trial.
