Arstotzka is likely the most well-known nation on this list. It’s a communist country ruled by a dictatorship, and forced labor is widespread. Citizens are even required to have families and contribute to the country’s growth as a condition of living there.

You’re a border inspector between Arstotzka and Kolechia, and you quickly realize the government uses security as an excuse for harsh and unfair treatment of people. Your job requires you to racially profile citizens, conduct intrusive searches, and act without compassion. You’ll encounter desperate people pleading for assistance, but helping them means losing pay and potentially harming your family. In this country, you have no freedom – you must strictly follow orders and avoid trusting anyone from outside Arstotzka. Loyalty to Arstotzka is demanded above all else.

Shinra – Final Fantasy 7

The Company And The Government Are One And The Same

Okay, so you’re probably thinking, “Shinra is a company, right?” And yeah, you’re totally right. But honestly, they run Midgar. They control all the power, which means they have way more influence than the mayor or any of the politicians. President Shinra, who’s in charge of the whole company, basically is a politician, and he’s got big plans for Midgar and the Mako energy underneath it. He doesn’t care about what local people want, not one bit. It’s seriously messed up – he even started a war with Junon and just… took over. He forced everyone who lived there to move under Midgar with nothing to eat or drink. It’s like, a company with its own army and zero ethics.

The rebel group Avalanche, labeled as terrorists by Shinra, has already learned about the threat and in Final Fantasy 7 we see their initial attempt to confront the powerful corporation. Shinra responds with overwhelming force – private armies, enhanced soldiers, massive robots, and dangerous, unethical experiments. While officially a company, Shinra operates with more power than any government, using it solely to fulfill President Shinra’s personal goals.

The Conglomerate – Mirror’s Edge

Knowledge Is Dangerous

The Conglomerate is a massive corporation that openly controls the region. Powerful families, called Corporate Houses, slowly took control of The City’s government and then expanded to conquer all of Cascadia, overthrowing the existing communist government. While people protested – in an event known as the November Riots – the protests were suppressed by the City Protection Force. Now, the Conglomerate maintains control through constant surveillance, using automated systems to monitor the streets and tracking bracelets to collect data on every citizen’s identity and finances.

This monitoring system is mainly used to stop information from spreading. By controlling what people know, the Conglomerate can control how they view their own lack of freedom. This is where characters like Faith, the hero of Mirror’s Edge, come in. They use the rooftops – areas with less surveillance – to deliver secret information to the city’s residents. Considering the risks Runners take just to do their jobs gives you a sense of how controlling and oppressive the government truly is, even if you don’t experience it directly.

The Combine – Half-Life 2

Submit To Your Alien Rulers

Many players don’t realize, even after finishing Half-Life 2, that the Combine we see in City 17 aren’t the actual Combine. Those are just humans who have been conquered. The true Combine are a far more powerful and mysterious force – an alliance of many different alien races, some working together and others forced into servitude. They’re an interdimensional empire focused solely on spreading their control and achieving a twisted idea of perfection throughout the universe.

Humanity was swiftly defeated by the Combine in the Seven-Hour War, highlighting how little chance Earth had against them. Dr. Wallace Breen convinced the Combine to spare humans, arguing they were more useful alive – and that’s why anyone is left in Half-Life 2. The Combine brutally suppresses humanity, stripping away individual identities through disturbing experiments and surgeries, all in an effort to force everyone to conform. They don’t offer any pretense of legitimate rule or justification; they simply conquer, absorb populations, and continue their relentless pursuit of ultimate power.

Alpha Section – Beyond Good & Evil

Join Your Liberators, Protect Hillys, Become A Hero

Alpha Section is a government that appears to be a savior, but actually suppresses any opposition to its rule. When the Hillyan military struggled in a war against the parasitic DomZ aliens, they hired Alpha Section as mercenaries. While Alpha Section did help turn the war around, it later came to light that they didn’t just support the Hillyan forces – they took complete control.

After diminishing the military’s power, Alpha Section secretly seized control of the Hillyan government and launched a propaganda campaign to present themselves as heroes while aggressively recruiting new members. These recruits were later subjected to dangerous bioengineering experiments using DomZ technology, and Alpha Section also resorted to kidnapping and human trafficking to grow its forces. As revealed in the climax of Beyond Good and Evil, Alpha Section was actually working with the DomZ to overthrow the Hillyan government. When Jade and IRIS exposed this conspiracy to the public, the military rebelled against Alpha Section, driving them from their lunar base and temporarily restoring order.
