
As the story of One Piece nears its end, Eiichiro Oda has skillfully showcased the series’ most powerful characters. While many rely on Devil Fruits for their abilities, the importance of Haki in this final arc allows strong characters without Devil Fruits to shine. In fact, some of the absolute strongest characters in One Piece don’t have Devil Fruits at all, and several of those are playing key roles in the current final saga, even earning the title of ‘The Strongest’.
Sanji
- Abilities: Lineage Factor, Haki
Sanji is a powerful fighter and one of the strongest members of the Straw Hat Pirates, despite not having any Devil Fruit abilities. By the latest events in the story, he’s become so well-known and respected that even the Admirals recognize him as a threat. He can use two types of Haki: Observation Haki and Armament Haki.
In addition to his existing abilities, Sanji benefits from the genetic modifications made by the Germa Kingdom. These modifications give him a powerful exoskeleton, increased muscle size, and generally enhance his physical strength and abilities. Combining all of this, Sanji is an incredibly powerful fighter capable of competing with the strongest characters in the One Piece world, and he still has the potential to become even more powerful.
Roronoa Zoro
- Abilities: Haki, Swordsmanship
Roronoa Zoro is a dedicated swordsman who fights using only his skill with the blade and his Haki. He’s already incredibly skilled with a sword and is working to maximize his Haki abilities. While he can use all three types of Haki, his control over them isn’t perfect. However, wielding the sword Enma helps him effectively utilize all of his Haki types.
During the Wano Arc, Zoro unlocked hidden abilities by mastering the Enma sword, specifically Advanced Armament and Conqueror’s Haki. This allowed him to defeat King. Now, in Elbaph, Zoro is intensely training to fully control these powerful Haki types, pushing his strength to new heights. He’s determined to surpass Dracule Mihawk, so he’s constantly working to improve his Haki throughout his adventures with the Straw Hat Pirates.

Ben Beckman
- Abilities: Haki, Gunmanship
Ben Beckman is the second-in-command of the Red Hair Pirates. Like most of his crewmates, he doesn’t have a Devil Fruit power. He fights with a rifle, but his real strength lies in Haki. The author, Eiichiro Oda, has confirmed that Beckman’s Haki is actually stronger than the Admirals’—though fans haven’t seen its full power yet. This clearly establishes him as an incredibly skilled and powerful pirate.
From what I’ve gathered, every one of the Red Hair Pirates’ top officers – the Commanders – are incredibly powerful and have huge bounties. It really seems like that crew doesn’t have any obvious weak spots. Take Ben Beckman, for example – he’s clearly a force to be reckoned with, capable of going toe-to-toe with the strongest fighters around.
Scopper Gaban
- Abilities: Axemanship, Haki
Scopper Gaban was the powerful left-hand man of the previous Pirate King, known worldwide as the Mountain Eater. He fights using two axes, which he imbues with a very strong form of Conqueror’s Haki. Gaban is also a master of both Advanced Armament and Advanced Observation Haki, placing him among the most skilled users of these abilities.
Gaban is an incredibly powerful warrior, considered nearly unbeatable in combat. Legends say he was once as strong as Gol D. Roger, and while comparable to Silvers Rayleigh, many believe Gaban actually surpasses him in strength.
Silvers Rayleigh
- Abilities: Swordsmanship, Haki
Rayleigh is a highly skilled user of Haki, first appearing in One Piece during the Sabaody Archipelago Arc. He’s considered as strong as Silvers Rayleigh and is a globally renowned pirate known as the Dark King.
Rayleigh is incredibly skilled in Haki, able to master all three types – including advanced forms of Armament and Conqueror’s Haki. Even though he doesn’t have a Devil Fruit, he’s powerful enough to be considered on par with the strongest pirates, the Yonko. His strength is remarkable; even in old age, he managed to frighten Blackbeard away from Amazon Lily, demonstrating just how formidable he remains.
Dracule Mihawk
- Abilities: Swordsmanship, Haki
Dracule Mihawk is an incredibly strong pirate, widely known as the world’s greatest swordsman. He doesn’t have any Devil Fruit powers, instead relying entirely on his exceptional swordsmanship and Haki – much like Zoro. Though the full extent of his Haki hasn’t been shown, his title alone proves he’s a formidable opponent, on par with the Yonko, and a major force in the story’s final arc.
Monkey D. Garp
- Abilities: Haki
Even though he’s aged, Monkey D. Garp remains incredibly powerful, easily ranking among the strongest characters in the story. He’s a straightforward fighter who primarily uses highly refined Haki in battle. Garp is skilled in two advanced forms of Haki: Armament Haki and Conqueror’s Haki.
We’ve seen glimpses of Garp’s incredible power in both Egghead and the Elbaf arc, including his Haki abilities and his strength when he was younger. It’s clear Garp is an exceptionally powerful character, rivaled by only a handful of others in the world of One Piece.
Shanks
- Abilities: Swordsmanship, Haki
Shanks is an incredibly powerful pirate and currently one of the Four Emperors. He doesn’t rely on a Devil Fruit ability; instead, he fights using exceptionally strong Haki. In fact, Shanks is considered the most powerful Haki user among all pirates today. His Haki is so potent it’s been compared to that of Joy Boy, a legendary figure from 800 years ago whose power even intimidated the world’s leader, Imu.
Shanks is a master of all three types of Haki, demonstrating incredible skill in each. He can predict future events, attack opponents without physical contact, and imbue his sword with powerful Conqueror’s Haki. Notably, he can focus his Haki into his blade to deliver devastating, crushing blows, as seen in his fight with Eustass Kid. Currently, Shanks is widely considered the strongest Haki user in the One Piece world who doesn’t rely on a Devil Fruit.
