In simpler terms, King Harald of Elbaf aspired to mend the troubled connection between Giants and humans, as for a long time, humans had felt apprehensive about Giants due to their fear, thereby straining their relationship. Yet, King Harald aimed to address this issue.
In my observations, Harald proved himself to be not only a skilled ruler but also an exceptional warrior. On two occasions, he faced off against the formidable figure known as Rocks. Remarkably, each encounter ended in a standoff, demonstrating their mutual strength. The second bout, however, truly showcased Harald’s prowess. He responded to every strike of Rocks with equal force, a feat that only a select few were able to achieve.
4. Monkey D. Garp
Affiliation: World Government, Marines

- Devil Fruit: No
- Haki: Yes
During the time of the Pirate Age, Garp was one of the rare Marines who could defeat even the most famous pirates. Unlike others, he didn’t possess a Devil Fruit, but that didn’t deter him from confronting the legendary Gol D. Roger. Through intense training, Garp significantly enhanced his physical capabilities and also developed a strong control over Haki.
Reaching an unprecedented level of power, he possessed the ability to overpower a pirate as formidable as Don Chinjao with just one blow. Garp was also part of the God Valley Incident, joining forces with Roger to vanquish Rocks D. Xebec.

Rock not only mastered all three forms of Haki, but could wield them at their peak ability. This formidable pirate amplified his sword attacks using his Haki, making them so powerful they demolished the Gates of Justice. A clear demonstration of Rock’s might is the fact that even the joint efforts of Roger and Garp were required to defeat him.
