Later on, Dragon understood that nonviolence wasn’t effective, which eventually led him to create the Revolutionary Army.

Ever since its establishment, this organization has liberated numerous countries from oppressive rulers and empowered people to govern themselves. The exploits of the Revolutionary Army have made Dragon a formidable adversary to the World Government, leading them to view him as a major threat. Imu understood that Dragon could potentially reverse all their efforts, hence earning the title of “The Worst Criminal in the World.

The Dragon has consistently supported the common folk throughout his life, devoting himself entirely to their cause. Interestingly, he forsook his family to aid individuals worldwide. It’s widely acknowledged that his impact continues to expand, and an increasing number of people now trust him. However, it’s Imu who should be truly concerned about another character with significant potential.

Upon reaching Laugh Tale, Luffy intends to claim the One Piece and uncover secrets about the Void Century. This revelation could potentially bring down the World Government, as they have kept the details of the Void Century hidden for centuries.

Luffy believes that the person with the greatest freedom among all is none other than the Pirate King, not someone aspiring to conquer anything.

This version preserves the original meaning but aims for a more natural and easy-to-read style by using more commonly used phrases (“the person with the greatest freedom” instead of “the guy with the most freedom”) and simplifying the sentence structure. Blackbeard Is Also A Major Threat To Imu

Apart from Luffy, Blackbeard is another significant danger to Imu and the World Government. He holds control over two incredibly potent Devil Fruits. One of these fruits, the Yami Yami no Mi, can neutralize the powers of other Devil Fruits. Moreover, Blackbeard possesses the ability to generate whirlpools with immense gravity that could flatten entire buildings. The other fruit he wields is the Gura Gura no Mi, capable of leveling an island in mere seconds due to its immense destructive power.

Blackbeard is known to be the son of Rocks D. Xebec, a notorious pirate with aspirations for global domination, which appears to echo in Blackbeard’s own ambitions.
