Steam has updated its policies to prevent games from adding adult content through updates. Some developers were using this as a way around Steam’s rules regarding mature content, but Steam has now closed this loophole.
Starting in July 2025, Steam began removing adult games from its platform following changes to its publishing guidelines. Over 400 titles were taken down, specifically those with adult content. Steam explained this was due to requests from payment processors who flagged the games as violating their content policies. It later came to light that an Australian activist group, Collective Shout, had been lobbying those payment processors to enforce these changes. While the decision angered many users, Steam stood by its policy.
Valve No Longer Allows Post-Launch NSFW Content, Unless It’s a New DLC
The ongoing debate around adult content on Steam has taken a new turn. Steam recently updated its policies to prevent developers from adding adult material to games through regular updates; such content must now be released as downloadable content (DLC). A developer from *Tales of Legendary Lust Aphrodisia* confirmed their game was already in the review process when the new rule was announced in early August. They didn’t criticize Valve, understanding the changes were likely due to pressure from payment processors. This follows a previous decision that blocked adult games from being released in Steam’s Early Access program.
Many game developers were unhappy with the censorship rules recently put in place by Steam. The International Game Developers Association (IGDA) publicly criticized these rules, stating they could negatively impact LGBTQ+ games and creators from underrepresented groups.

Gamers are also voicing their dissatisfaction with the recent changes. A petition protesting Steam’s censorship policies has quickly gained over 250,000 signatures – significantly more than a similar campaign launched by Collective Shout against adult-themed games.

Itch.io, a well-known platform for PC games, recently made changes similar to those seen on Steam. In July, it removed adult-themed games from its public pages and thoroughly reviewed all games on the site. This impacted numerous titles, including some that were quite popular. Like Steam, Itch.io faced criticism for this decision, but hasn’t reversed the changes so far.
