The question of who was the strongest pirate of that time has finally been answered in One Piece chapter 1162. Oda revealed Rocks D. Xebec’s actions at God Valley in that chapter, establishing him as the strongest pirate 38 years ago – significantly more powerful than Whitebeard or Roger were at that point.

This implies Rocks was a greater threat than Roger or Garp, confirming he was the strongest pirate 38 years ago, surpassing even Whitebeard in strength.
