To save time, as soon as the cutscene with Emma finishes in front of City Hall, head to the courtyard on the left side of the building.

You’ll find a small plaza with a water fountain, and standing beside it is a woman with dark hair wearing a blue sweater. A speech bubble above her head says, “The Fist of Justice, huh?” Talking to her will reveal that Gwynn frequents a cafe in Centrico Plaza, giving you your next clue.
