Since other civilizations may instinctively oppose the player during these World Congress meetings, the outcomes can often be quite unpredictable.

This victory type, which I have come to know as the “Anticlimactic Timeout,” falls into the C-Tier category for good reason. It is rarely achieved through skill or strategy but rather by sheer chance.
The scenario unfolds when the maximum number of turns is reached before any civilization manages to secure another victory state. In this case, points are doled out based on factors such as cities owned and Great People earned. The civilization with the most points emerges victorious – a win that often feels more like a draw than a true triumph.
I have experienced this type of victory on numerous occasions, usually when I had been so engrossed in my game that I failed to notice the sand in the hourglass running out. It’s not the kind of victory that leaves you feeling proud or satisfied, but rather one that leaves you scratching your head and wondering if there was some secret rule you missed.
In conclusion, while the Score/Time Victory state may be a valid victory condition in Civilization games, it is certainly not my favorite. I prefer to earn my victories through strategic conquest, cultural domination, or scientific superiority – achievements that truly showcase my mastery of the game and leave me feeling like a true ruler of the world.
