How to Fix the Windmill in Outbound

Most locations in Outbound are pretty simple, but getting the blueprint for the windmill takes a little extra work. When you first reach the windmill, you’ll find the power is out and the room with the control terminal is locked. To unlock the door and restore power, you need to climb to the top of the windmill and repair it. Getting up there is trickier than it looks! Here’s a guide to fixing the windmill and getting the power back on in Outbound.

How to Repair the Windmill in Outbound

Start by going upstairs to find a panel with two levers. One lever turns the floor above clockwise, and the other turns it counter-clockwise. If you climb the ladder to the upper floor, you’ll see another ladder directly above, but it’s too far to reach. You’ll also find shelves and some barrels with a plank resting on top.

Return to the panel with the two levers and pull the left lever twice. Then, go back upstairs. You’ll now see the barrels with the plank leaning against the wall where the shelves used to be. It seems the shelves were covering up a hidden switch!

Jump onto the barrels and then walk up the plank to interact with the switch and drop the ladder.

You should now be able to climb up the newly-lowered ladder to reach the very top of the windmill.

I encountered a frustrating glitch with the ladder you added. Simply walking up to it didn’t work – I had to either jump repeatedly at the second section or go down, climb the first ladder, and then try to access the second one. Also, be careful when you reach the top – it’s easy to fall and lose health, so make sure to jump onto the final platform.

Once you climb to the top of the windmill, you’ll see a broken lever. A message tells you to look at the cogwheels, and you’ll find the damaged one right behind the lever. Fixing it requires 20 Scrap Metal. If you don’t have enough, head back down and search the Signal Towers to collect some.

Okay, so before I head down the ladder, I need to quickly check to my right. There’s a disk on top of a crate that looks important – it’s the terminal executable, and I’m pretty sure I’ll need it later, so I’m grabbing it now to save myself a trip back.

Once you’ve fixed the cogwheel using 20 Scrap Metal, pull the brake lever. This will start the windmill, unlocking the downstairs door and giving you access to a terminal where you can find the blueprint for the Mortar and Pestle.
