Since Devil Fruits are the core of power in this world, we’re seeing the absolute best users really show what they can do, especially during this chaotic time. There are a lot of powerful Devil Fruit users, but only a select few are truly rising to the top as elites in this final saga.
Sengoku
- Devil Fruit: Hito Hito no Mi, Model: Daibutsu
- Type: Mythical Zoan
Sengoku used to be the highest-ranking officer in the Marines, known as the Fleet Admiral, but he’s now retired and past his peak. Despite this, he remains a formidable fighter, largely due to his Devil Fruit power, the Hito Hito no Mi, Model: Daibutsu. This allows him to transform into a massive golden Buddha and generate incredibly strong shock waves with his hands.
Sengoku is a powerful fighter who can use Conqueror’s Haki to significantly boost his attacks. Even Gol D. Roger, the Pirate King, recognized him as a formidable opponent, proving his strength despite being older. Sengoku appears to be in good health, allowing him to maintain a high level of power even now.
Sakazuki
- Devil Fruit: Magu Magu no Mi
- Type: Logia
After the Summit War, Sengoku retired, and Sakazuki, known as Admiral Akainu, took his place as Fleet Admiral of the Marines. Akainu possesses the incredibly powerful Magu Magu no Mi, a Logia-type Devil Fruit that lets him transform into, generate, and control magma. This allows him to inflict massive destruction.
The battle between Akainu and Kuzan on Punk Hazard was incredibly destructive. Akainu’s Devil Fruit powers caused half the island to become a permanent lava field, proving he’s one of the strongest Devil Fruit users. With the Cross Guild offering a 5 billion berry bounty for his capture, it’s clear he’ll play a major role in the story’s final arc and will likely make a move soon.
Shamrock Figarland
- Devil Fruit: Cerberus Sword (Awakened)
- Type: Mythical Zoan
Shamrock Figarland is a new character introduced in the Elbaf Arc. He’s Shanks’s twin brother and is renowned for his immense power. As Captain of the Holy Knights, Shamrock is considered to be just as skilled as Shanks. What sets him apart is a special agreement, the Depths Covenant, with the world’s ruler, Saint Nerona Imu. This Covenant grants him incredible abilities, including immortality, rapid healing, and exceptional strength.
Furthermore, Shamrock possesses a powerful Devil Fruit ability linked to his sword, Cerberus. This allows him to transform the sword into the monstrous Cerberus whenever he chooses. It’s incredibly strong—capable of seriously harming even a formidable opponent like Loki, the Accursed Prince. While we haven’t seen the full extent of Shamrock’s powers, it’s clear he’s among the strongest characters in the final arc.
Five Elders
- Devil Fruit: Yokai Powers
- Type: Mythical Zoan
The Five Elders are considered the most powerful leaders in the world of One Piece. They are all incredibly strong and known as Warrior Gods. However, they actually serve Imu Nerona, the true ruler of the world. Each Elder possesses a special pact called the Abyssal Covenant, which grants them powers similar to those gained from Devil Fruits – these powers are based on mythical creatures called Yokai.
The Elders each possess a special ability, with Oda so far showcasing the powers of Bakotsu, Itsumade, Sand Worm, Houki, and Gyuki. These powers appear to be fully active, letting each Elder transform between a human form and a hybrid form. Garling Figarland’s abilities are currently unknown, as he recently became an Elder, but Oda is expected to reveal them in the Final Saga.

Nidhoggr is believed to be incredibly powerful, capable of wiping out the entire world. Considering this, it’s not surprising that Loki can effortlessly destroy nations, which solidifies his position as one of the most formidable Devil Fruit users in the final arc of the story.
Monkey D. Luffy
- Devil Fruit: Hito Hito no Mi, Model: Nika
- Type: Mythical Zoan
Monkey D. Luffy is currently one of the most powerful pirates in the world, ruling as one of the Four Emperors. He gained his power from a special Devil Fruit, originally called the Gomu Gomu no Mi, but now known as the Hito Hito no Mi: Model Nika. This fruit transformed him, giving him incredible abilities and effectively making him a god of the sun.
Once Luffy fully unlocks his powers, he fights with incredible freedom and can essentially make anything he envisions happen. His only weaknesses in battle are running out of energy or lacking the imagination to create what he needs, but even with those limitations, he’s easily one of the most powerful fighters in the One Piece world.
Nerona Imu
- Devil Fruit: Akuma no Mi
- Type: Mythical Zoan
Nerona Imu is the ruler of the world and possesses incredible power thanks to a special fruit called the Akuma no Mi, or Devil Fruit. As revealed in the Elbaph arc of One Piece, this fruit allows Imu to transform into a devilish being. While the extent of Imu’s abilities is still unknown, it’s been shown that he can turn people into his loyal servants, granting them powers like immortality and enhanced strength.
I’ve observed that he’s incredibly versatile – not only can he form powerful alliances called Covenants, granting others amazing abilities, but he can also directly use magic thanks to his Devil Fruit. Honestly, everything I’ve seen suggests that’s just a small glimpse of the full extent of his fruit’s power.
