
Europa Universalis 5 can be quite challenging to learn, and many players find the interface confusing even after the tutorials. A key part of successfully growing your empire in this strategy game is understanding how to fabricate claims.
What Are Claims & Casus Belli In Europa Universalis 5?
A casus belli is a valid justification for starting a war. While not strictly necessary, having a clear reason for war increases the chances of a favorable peace agreement, because the attacking side can clearly state what they want, like territory.
How To Fabricate Claims In Europa Universalis 5
If you want to conquer new territory in the game but don’t have a valid reason to do so, you’ll need to create one. This process involves several steps, and navigating the game’s menus to actually create a claim can be a bit complicated.
You can also create claims through parliament, although it’s usually more difficult than other methods. You’ll find this option in the Government section on the left side of the screen.
Check The Requirements
Before planning a reason to go to war, it’s best to check if it’s even possible. To do this, click on the country you’re interested in, then under the ‘Hostile Actions’ section, choose ‘Create Casus Belli’.
When you select a country, you’ll see available reasons to declare war. If you hover over the box to the right of each reason, you’ll see a list of requirements, some checked and some not. If the only thing you’re missing is enough spies, you can proceed to the next step.
If a lot of requirements aren’t met, and it doesn’t seem like they will be, it’s unlikely you’ll get that reason to declare war. You might need to find a different justification instead.
Build A Spy Network
To start planning an attack, you first need to create a spy network. You do this by clicking on the country you want to target, then selecting “Build Spy Network” under the “Covert Actions” menu.
As a fan, I’ve noticed that when a nation starts recruiting spies, a little circular icon pops up on the map. A green line inside it gradually fills up as they get more and more spies. If you want to check how many you’ve successfully planted, just hover your mouse over that icon every now and then – it’ll show you the current count!
As a longtime fan, I’ve always understood it takes a lot of work to build a convincing story. Apparently, you need around 20 spies to really make things believable! And it’s not quick – gathering that many people can take a year, or even longer, especially if you’re dealing with a place that’s very different from your own, where things just aren’t easy to figure out.
Fabricating A Claim
After you’ve collected 20 spies, you can start creating a reason for war. Go back to the main menu by clicking on the country you’re dealing with, then choose ‘Create Casus Belli’ from the ‘Hostile Actions’ list.
When a Casus Belli is available, it will be highlighted with a gold border. Simply click on it to begin. If you’re making a land claim, a map will appear, showing potential target provinces in blue. Select the province you wish to claim.
The creation process is starting now, and players will see a progress indicator on the country they’re making a claim on. How long it takes – from months to years – depends on the strength of their claim.
Once players begin and successfully complete a war using a specific justification, they’ll likely want to establish stronger control over the territories they’ve captured.
