
Monkey D. Luffy, the main character in One Piece, is incredibly powerful. He ate a rare and exceptionally strong Devil Fruit, and he’s also mastered all three forms of Haki. Although he wasn’t always skilled, Luffy has consistently defeated many of the series’ most formidable opponents.
It’s certain Luffy will get much stronger and learn new abilities before the story finishes, considering all the powerful opponents he’ll face. However, given how the author has developed the plot, it’s likely Luffy won’t battle every major villain. This means many powerful characters will probably never actually fight Luffy.

Monkey D. Garp
Affiliation: World Government, Marines

Monkey D. Garp, celebrated as the Hero of the Marines, earned his reputation during the God Valley Incident. He went to the island to rescue Marines, but ended up battling Davy D. Xebec. To defeat Xebec, Garp formed an unlikely alliance with his greatest rival, Gol D. Roger. Working together, they triumphed over Xebec and saved many people.
Even though Garp is over 70, he remains incredibly powerful. He still has masterful control over his Haki, proven by his ability to easily defeat Kuzan and members of Blackbeard’s crew. While Garp could likely win in a fight against Luffy, it will never happen. Luffy deeply loves his grandfather and wouldn’t seriously harm him. Garp feels the same way, as he clearly restrained himself during the battle at Marineford.
Sengoku
Affiliation: Marines, World Government
Sengoku of the Marines One Piece - All three types of Haki

Sengoku used to be the highest-ranking officer in the Marines, overseeing all of its soldiers. During his time as Fleet Admiral, the Marines were able to defeat Portgas D. Ace. Beyond being a strong leader, Sengoku is also exceptionally physically capable.
Sengoku possesses a powerful Devil Fruit called the Hito Hito no Mi, Model: Daibutsu, which lets him transform into a massive golden Buddha. He’s also a master of all three types of Haki, though he hasn’t shown much of it yet, which is expected for someone of his strength. Luffy and Sengoku met during the Marineford war, but they never actually fought. Given the current direction of the story, it’s unlikely they will ever have a proper battle.
Edward Weevil
Affiliation: World Government (Formerly)

Edward Weevil claims to be the son of Whitebeard and Miss Buckingham Stussy. He and his mother have been tracking down former members of Whitebeard’s crew, seemingly in search of the pirate’s hidden treasure. Despite this, Weevil has shown he isn’t completely heartless, as he defended the people of Sphinx from the attack by Admiral Ryokugyu.
I haven’t seen much demonstrating Weevil’s powers, but Kizaru made a really interesting comparison – he said Weevil’s raw strength reminded him of Whitebeard in his prime! That’s a huge statement. It’s still a mystery if Weevil uses Haki, and I’m hoping the author, Oda, will reveal more about that soon. As for Luffy, he and Weevil haven’t crossed paths yet, and with Weevil currently locked up in Impel Down, it doesn’t look like they will anytime soon.
Silvers Rayleigh
Affiliation: Roger Pirates (Formerly)

- Devil Fruit: No
Silvers Rayleigh was the trusted first mate of the Pirate King and a key member of his crew. At his peak, Rayleigh was a powerful fighter, able to compete with legendary samurai Oden, who almost defeated the incredibly strong Kaido.
Silvers Rayleigh doesn’t eat a Devil Fruit, meaning he fights using Haki. He’s become so skilled with Haki that he can defeat thousands of opponents without even touching them. He’s also a master swordsman, and is considered one of the greatest in the world.
Boa Hancock
Affiliation: Kuja Pirates, Amazon Lily

- Devil Fruit: Mero Mero no Mi
Boa Hancock leads the Kuja Pirates and rules Amazon Lily as its empress. Being part of the powerful Kuja Tribe, it’s no surprise she’s incredibly skilled with Haki – she can use all three types, making her a formidable fighter.
Hancock possesses the Mero Mero no Mi, a powerful Devil Fruit that allows her to turn opponents to stone, rendering them helpless. Though many believe this ability doesn’t work on non-living things, Hancock has demonstrated she can affect them, even successfully petrifying a Pacifista. This makes her incredibly strong, but luckily Luffy is safe from her attacks because she’s deeply in love with him. She even shielded him from Smoker during the battle at Marineford.
Dracule Mihawk
Affiliation: Cross Guild

- Devil Fruit: No
Dracule Mihawk is widely considered the greatest swordsman alive. He earned this reputation by defeating numerous powerful opponents. His skill and fame eventually led to an offer from the World Government to join their ranks as a Warlord of the Sea.
I’ve observed that Dracule Mihawk wields Yoru, an incredibly powerful sword considered one of the best, and he’s definitely mastered at least two types of Haki. Many believe he also possesses Conqueror’s Haki, though that hasn’t been officially confirmed. Regardless, he’s a force to be reckoned with. As of now, I’ve seen him traveling with Buggy, and there’s been no indication that his path will cross with Luffy’s anytime soon.
