The Marines in One Piece are known for being incredibly powerful, which makes sense considering they’re the World Government’s main force for fighting pirates. As the military arm of the government, the Marines always need strong fighters. This includes elite individuals like the Admirals, who are capable of taking on even the most dangerous pirates.
Many people haven’t fully developed their abilities yet, but they have great promise and a lot to offer in the future. They just need time to grow and reach their full potential.
8. Helmeppo
- Current Rank: SWORD Lieutenant Commander
While Helmeppo isn’t one of the Navy’s most powerful fighters, Garp is proud of his progress. He’s a reasonably strong Marine Lieutenant Commander with the potential to climb the ranks, though he likely won’t reach the very top. He’s demonstrated knowledge of Haki and has proven capable of battling some of Blackbeard’s crew, as seen recently. Given time, Helmeppo is expected to fully develop his abilities.
7. Hibari
- Current Rank: SWORD Commander
Hibari is a fearless member of SWORD, demonstrated by her courageous rescue mission for Koby. She’s incredibly strong, and has already used technology created by Vegapunk in battle. Garp believes she has immense potential and will become a powerful force who deters pirates in the future.
Hibari is still developing and hasn’t reached her full potential yet. However, she shows a lot of promise and could definitely become a powerful Vice Admiral, at the very least.
6. Prince Grus
- Current Rank: SWORD Rear Admiral
Rear Admiral Prince Grus is a highly talented member of the Navy and a formidable opponent. He possesses the Gunyo Gunyo no Mi, a Devil Fruit that lets him create and control a clay-like material.
During the Egghead Arc, Grus proved just how formidable he is. Considering he’s already a Rear Admiral, a promotion to Vice Admiral will likely come quickly, and he could eventually even become a full Admiral, particularly because Garp appears to have great confidence in his abilities.
5. Kujaku
- Current Rank: SWORD Rear Admiral
Kujaku is Tsuru’s granddaughter, which means she’s incredibly talented and considered one of the most promising naval officers of her generation. Like Prince Grus, she holds the rank of Rear Admiral. She’s also known for possessing the Muchi Mucho no Mi, a powerful ability that lets her transform her sword into a whip. With this, she can bend people and even objects to her will.
She has a remarkable talent that fans will likely see more of going forward. Considering her family background and powers, people believe she’s destined for great things and could even become the first female Admiral.
4. Vice Admiral Doll
- Current Rank: Vice Admiral
Vice Admiral Doll is a very strong fighter, and the recent events on Egghead Island showcased her abilities. As a Vice Admiral, she’s highly skilled in both Armament and Observation Haki, and she’s also demonstrated mastery of the Six Powers – a feat recently seen during her battle with the Giants on Egghead.
Doll defeated Kashi with a series of strong punches, and it looked like she was using a technique similar to Ryuo’s. Given her young age, she has the potential to become an Admiral someday.

3. Tashigi
- Current Rank: Marine Captain
Even though Tashigi hasn’t always stood out in One Piece, her fans recognize she’s very determined. To achieve her goals, she needs to become more powerful. Currently, she’s a Captain in the Marines, meaning many people have more authority over her.
Tashigi is a very capable fighter. She’s already mastered two forms of Haki and has some skill with the Six Powers. After the events at Punk Hazard, she’s probably become even stronger. Many fans hope she’ll continue to improve and eventually become a Navy Admiral, realizing her full potential.
2. Smoker
- Current Rank: Marine Vice Admiral
Smoker is widely considered a likely candidate to reach the highest ranks of the Marines. Currently a Vice Admiral and a prominent figure within the organization, he possesses the powerful Moku Moku no Mi, a Logia-type Devil Fruit that allows him to generate, manipulate, and transform into smoke.
Smoker is a powerful Haki user, and it’s clear he’s destined for great things within the Marines – he will likely become either an Admiral or even the Fleet Admiral someday.
1. Koby
- Current Rank: SWORD Captain
Koby is widely considered to have incredible potential within the Marines. During the Egghead Arc, his rigorous training with Garp over the years paid off, allowing him to destroy an island-sized arm with a single attack. He demonstrates masterful control of Haki and is also highly skilled in the Six Powers. Koby dreams of becoming an Admiral, and it seems likely he’ll achieve that goal. He also wants to challenge the most powerful pirates and ultimately prevent Luffy from becoming the Pirate King. While this will be a difficult feat, the story suggests Eiichiro Oda is building towards it in the Final Saga, and fans are excited to see how it unfolds.
