Strongest Dragon Ball Characters Without a Transformation

Transformations have always been a central part of the Dragon Ball series, becoming increasingly important to what makes it unique. As a result, most of the main characters have gained new forms that dramatically increase their power.

I’ve noticed that a certain transformation has become incredibly well-known throughout the world of Dragon Ball, practically everyone – heroes and villains alike – recognizes it. But surprisingly, a few characters have achieved incredible power without relying on that boost. I’m going to highlight those characters now.

Android 17 Reached The Level Of The Strongest Characters

A Powerhouse With Infinite Energy

Android 17 is a great example of a character who evolved in Dragon Ball. He began as a villain but became a key hero by the time Super began. He trained extensively on his own, eventually reaching a point where he could fight on equal footing with Super Saiyan Blue Goku, making him a vital member of the team in the Tournament of Power. With the exception of the non-official Super 17 from GT, Android 17 hasn’t had any major power-ups, but his limitless energy already makes him incredibly powerful.

Hit Was A Legendary, Untransformed Assassin

The Time-Manipulating Assassin

Hit was a major force in the Tournament of Power and the most powerful fighter from Universe 6. He consistently demonstrated incredible strength, even without transforming beyond his base form. He proved to be a match for Super Saiyan Blue Goku, who had to use Kaioken x20 just to counter Hit’s powerful Time-Skip ability. Combining this unique skill with centuries of experience as an assassin made Hit one of the tournament’s most impressive competitors.

Cell Max Was A Terrifying Monster

The Mindless Beast

Cell Max was the Red Ribbon Army’s most dangerous creation – a terrifying monster who nearly destroyed the world. While some fans hoped to see an even stronger ‘Perfect Cell Max’, he had already reached his full potential in the recent arc. He was incredibly powerful, ultimately defeated only by Gohan’s Beast form, a transformation comparable to Ultra Instinct.

The Destroyers Are Already The Strongest

The Gods of Destruction

In any universe, the Gods of Destruction are generally the strongest beings. They possess immense power, called the Energy of Destruction, allowing them to effortlessly destroy anything, from tiny rocks to entire planets. While Beerus demonstrated a more powerful ‘Fury’ state when he first appeared, other Gods of Destruction haven’t shown similar transformations, relying on their natural strength instead.

Whis And The Angels Are Masters Of Ultra Instinct

Wielders of the Greatest Technique

Despite being incredibly powerful and holding ultimate authority in their universe, Gods of Destruction aren’t actually the strongest beings. That title belongs to their Angel attendants. Angels not only carry out the Gods of Destruction’s commands, but also guide and supervise them.

Angels are perfect masters of Ultra Instinct, existing in a constant state of it. Because of this, they don’t need to transform at all.

The Grand Priest Is The Strongest Angel

The Best Ultra Instinct User

The Grand Priest may not seem like much, but he’s actually the strongest fighter in the entire multiverse. As the father of all the Angels, he’s perfected Ultra Instinct better than anyone, far surpassing the abilities of his children. Sadly, he hasn’t had much screen time, so we haven’t fully seen his power. However, like his children, he’s so incredibly strong that he doesn’t even need to change his form to fight.

Zeno Is The Strongest Being Of All

The Destroyer of the Multiverse

Similar to how Gods of Destruction eliminate things within their own universes, the Omni-King Zeno does the same across multiple universes. He can erase entire universes effortlessly. His power is so immense that he can wipe out entire timelines with a simple gesture, making any kind of power-up or transformation completely ineffective – it’s a power that doesn’t need them.
