Monkey D. Luffy is the main character of One Piece and is considered one of the strongest pirates alive today. As one of the Four Emperors, he’s known and feared throughout the world. His massive bounty of 3 billion berries reflects his power, and his identity as Sun God Nika makes him a major threat to the World Government. Luffy is already incredibly powerful within the One Piece universe, but he’s still developing his full potential. Fans expect him to become even stronger in the future.
Luffy believes he’s already maximized the potential of his Devil Fruit itself, having awakened it to reach Gear 5. However, he still has room to grow. His ultimate power-up will likely involve mastering Gear 5, perhaps by creating new variations of it, similar to what he did with Gear 4. More importantly, he needs to significantly improve his Conqueror’s Haki to reach his full potential.

Luffy has unlocked Gear 5 in One Piece, and he believes it represents the full potential of his Devil Fruit. However, that doesn’t necessarily mean he’s finished developing the powers of the Hito Hito no Mi, Model: Nika.

Luffy is likely to unlock new variations of his Gear 5 transformation, often called ‘sub-gears.’ Currently, he can change between a giant and a smaller size while in Gear 5. However, the true limit of Nika’s power isn’t physical—it’s limited only by Luffy’s imagination. If he believes he can create new forms within Gear 5, he almost certainly will be able to.
Beyond his current abilities, Luffy needs to significantly strengthen his Conqueror’s Haki. Right now, it’s not powerful enough to defeat Imu or even seriously harm the Five Elders, and that needs to change. Gaban has already offered guidance on improving his Haki, and Luffy will likely need to reach a level comparable to Shanks’s to stand a chance against Imu. His ultimate power-up will probably involve mastering advanced Haki, allowing him to coat his entire body for unmatched strength, and potentially combining it with refined techniques based on his Gear 5 form.

Luffy Will Surpass Rocks And Roger
He Will Become The Strongest in The World
Currently, Luffy isn’t among the strongest characters in One Piece, not even close to the power of figures like Rocks D. Xebec or Roger. However, that’s expected to change once he fully unlocks his abilities. He’ll likely make significant progress with Conqueror’s Haki in Elbaf, but it’s a meeting with Shanks that will truly maximize his potential. Furthermore, Luffy could develop new and powerful forms of his Devil Fruit while using Gear 5. If he does, his ultimate transformation would be unstoppable, even against someone as formidable as Imu.
