During his peak, Roger was likely the most powerful character in One Piece, capable of defeating anyone he faced. However, Ace wasn’t nearly as strong, which affects how highly they’re ranked together. Ace depended a lot on the powers of his Devil Fruit and didn’t master Haki, a crucial ability used by the strongest fighters.

While Dragon leads the Revolutionary Army, suggesting he’s also very strong, it’s hard to compare him to Luffy until his own abilities are fully shown. I’ve always been fascinated by the contrast between Monkey D. Garp and Dragon in One Piece. Garp is practically a legend within the Marines, celebrated as a hero who always fights for what’s right. Dragon, on the other hand, has a completely different reputation – he’s infamous and known across the world as the most dangerous criminal.

At his peak, Garp was incredibly powerful, rivaled only by Gol D. Roger. He possessed Haki skills that surpassed those of any other Marine ever known.

Because Dragon doesn’t appear often, it’s tough to accurately gauge his power, but he’s clearly among the strongest characters in One Piece. If we knew exactly how strong Dragon is, it’s likely he and his son would be considered the most powerful duo in the series.

King Harald and Loki are considered the strongest characters revealed so far. While Harald’s name came up briefly during the Elbaf arc, we didn’t learn much about him until the flashback to God Valley. He’s now known as the greatest ruler Elbaf has ever seen.

Harald wasn’t just a great king; he was an incredibly skilled warrior, a match for even the powerful Xebec. Notably, Xebec never defeated Harald in a straight fight. Loki is also a very capable fighter, wielding a famous weapon with impressive skill. This ability caught the eye of the Holy Knights, who attempted to recruit him to their ranks.
