From the moment Akainu appeared in the Marineford Arc, fans predicted he’d be a key figure in the final battles of One Piece. This expectation was confirmed when, after the time skip, he was promoted to Fleet Admiral, giving him full command of the Navy.

Akainu is undoubtedly one of the most powerful characters heading into the Final War, thanks to his incredible Devil Fruit ability and strong Haki. However, a few characters who aren’t part of the Yonko are actually even stronger. Let’s explore who they are and what gives them the edge.

8. Monkey D. Dragon May Have History With Akainu

Affiliation: Revolutionary Army

It’s tough to accurately gauge Dragon’s strength because we haven’t seen much of what he can do, but most fans agree he’s incredibly powerful. A lot of this comes down to his unknown Devil Fruit ability and his family connections – he’s Garp’s son and Luffy’s father. Because of that, many believe he’s mastered Conqueror’s Haki, a skill that would likely place him above Akainu, even during their fight in the war.

7. Scopper Is One Of The Greatest Pirates Ever

Affiliation: Roger Pirates

Scopper, as a key member of the Roger Pirates alongside Rayleigh, is considered one of the strongest pirates in history. This is because his crew was the only one to ever discover the legendary treasure, the One Piece. He’s incredibly skilled in Haki – even more so than Luffy, as demonstrated on Elbaf. While a fight between him and Akainu would be close, many believe Scopper’s complete mastery of all advanced forms of Haki would ultimately give him the victory over the Fleet Admiral.

Monkey D. Garp is considered the greatest Marine ever, famous for both his incredible strength and his heroic deeds. He rose to prominence during the age of the most powerful pirates, like Gol D. Roger and Rocks D. Xebec, relying on his exceptional mastery of Haki to fight them as an equal – making him arguably the best Haki user of his time. Even though he’s aged and no longer at his peak, Garp remains incredibly powerful, and many believe he’s still stronger than Akainu.

A popular fan theory was proven true in the Elbaf arc: Shanks has an identical twin brother named Shamrock, who leads the powerful Gods’ Knights. Considering the immense power displayed by all members of the Figarland family, it’s safe to assume Shamrock also possesses Conqueror’s Haki, just like his brother.

4. Loki Has One Of The Strongest Devil Fruit Powers

Loki made a powerful first impression, largely due to the incredibly rare Devil Fruit he’d eaten – one from the legendary island of Elbaf. It was later revealed to be a Mythical Zoan type, allowing him to transform into Nidhogg, a massive dragon capable of overshadowing whole towns. What’s even more remarkable is that he instinctively awakened Advanced Conqueror’s Haki upon first using his ability, potentially making him the strongest fighter in One Piece, even surpassing Akainu.

3. Dracule Mihawk Is The World’s Strongest Swordsman

Affiliation: Cross Guild

Mihawk is a major character, particularly for Zoro, and one of the strongest swordsmen in the world. He’s a rival to Shanks and considered his equal, a remarkable achievement, and is one of only two people ever known to wield a Black Blade. With his incredible swordsmanship and powerful Haki, he’s a force to be reckoned with – strong enough to defeat even Akainu.

As far as we’ve seen, the World Government seems to be directly controlled by the Five Elders – they’re at the very top of the chain! But even though we’ve learned they’re actually just puppets, their power is insane. They’ve made a deal with Imu that’s given them these incredible, almost demonic abilities. Seriously, they can take hits from Luffy in Gear 5, even when he’s coating his attacks with Conqueror’s Haki! Their transformed ‘Yokai’ forms are some of the most powerful and durable things we’ve witnessed in the whole series, so it’s clear why they hold such a high position.

The recent Elbaf arc introduced St. Nerona Imu as the main antagonist of the One Piece story. Imu is the true power behind the World Government and appears to be the strongest character shown so far, possessing incredibly powerful Haki. What’s more, Imu’s Devil Fruit ability seems to be the most formidable we’ve seen, allowing them to control others – even their most powerful opponents – through contracts. This makes Imu’s power level unmatched by anyone else in the series.
