Rocks D. Xebec was a powerful pirate active during the same era as the legendary Gol D. Roger. As captain of the Rocks Pirates – considered by many to be the strongest crew ever assembled – he commanded a fearsome group that included notorious figures like Big Mom, Kaido, and Shiki. Xebec was a truly terrifying pirate, known for incredible feats of strength. Even as a young man, he was capable of defeating a Marine Admiral, single-handedly destroyed one of the Gates of Justice, and led an assault on Marijoa, capturing five kings.
Honestly, this guy wasn’t just impressive, he was a powerhouse – truly on the level of the strongest warriors of his era! He wasn’t someone you’d want to mess with, and his reputation was so huge that the World Government actually tried to wipe him from history because they were genuinely afraid of what his name represented. It’s rare to find anyone who could even stand alongside him, let alone earn his respect, which says a lot about just how incredible he was.
5. Gol D. Roger
- Rank: Captain
- Devil Fruit: No
- Haki: Yes
Roger, known as the Pirate King, earned his title by successfully navigating and conquering the treacherous Grand Line. He was incredibly powerful, reaching a level of strength few others could match. He possessed a rare ability called Advanced Conqueror’s Haki, demonstrated by only a select few throughout the series. Roger frequently battled Whitebeard and Garp, two of the strongest fighters in the world. Remarkably, he accomplished all of this without relying on a Devil Fruit, and even while battling an unspecified illness. While the illness didn’t seem to weaken him, his achievements are all the more impressive considering it.
4. Monkey D. Garp
- Rank: Vice Admiral
- Devil Fruit: No
- Haki: Yes
Garp is considered the Marines’ most powerful warrior. Alongside Sengoku, he was a key figure in maintaining their strength during the age of pirates. He gained incredible power through intense training. His Haki was comparable to that of Roger, and he could destroy mountains or even islands with a single blow. Garp played a vital role in defeating Domi-Reversed Xebec alongside Roger, and even as an older man, he was able to battle Aokiji. It ultimately took a large number of Blackbeard Pirates to subdue him.
3. Whitebeard
- Rank: Captain
- Devil Fruit: Yes
- Haki: Yes
Whitebeard grew up as an orphan and dreamed of creating a family – a safe haven for anyone who, like him, had nowhere else to turn. This desire shaped him into the powerful man he became. He was incredibly strong, rivaling even the legendary Roger and Garp, who both acknowledged his might. A master of Haki, he also possessed a devastating Devil Fruit ability capable of immense destruction. Notably, he’s one of the few individuals to ever defeat a Marine Admiral, and he did so with just three blows.
2. Harald
- Rank: King
- Devil Fruit: No
- Haki: Yes
Harald was a fair and respected king of Elbaf, dedicated to improving the lives of his people. His strength was so great that even Imu acknowledged it. He had a complex relationship with Rocks D. Xebec – sometimes friends, sometimes rivals – and Rocks believed their combined power would be unmatched. They fought many times, but their battles always ended in a draw, highlighting Harald’s immense power. Beyond his physical strength, Harald was an exceptional master of Haki. Uniquely, he was the only person ever allowed to directly oppose the Holy Knights.
1. Sengoku
- Rank: Inspector General
- Devil Fruit: Yes
- Haki: Yes
Sengoku is a highly respected Marine known for his strategic mind and strong leadership. He successfully led the Marines to victory at the Battle of Marineford against the Whitebeard Pirates. A veteran Vice Admiral who fought during the age of Rocks, Sengoku is also a powerful combatant. His Devil Fruit ability is a Mythical Zoan that transforms him into a golden Buddha, granting him incredible offensive power comparable to Whitebeard’s earthquake ability. While details of his powers are scarce, even the Pirate King Roger acknowledged that only Grap and Sengoku were strong enough to challenge him and his crew, marking Sengoku as one of the very few pirates whose strength earned Roger’s respect.
